Research Of The Methods To Improve Citizen’s Participation In The Governmental Performance Evaluation Of Linyi

Under the background of the social transformation in China, the changing international and domestic environment is putting forward more and more challenges to China’s government, in order to adapt to the changes, our government is engaged in a large-scale reform of government’s institutions and the transformation of the government’s function, to improve the government’s governing ability. The government of Linyi City is a local government in China, so it is also involved in this wave. In recent years, the government of Linyi City has also done a lot of trials on institutional reform and the transformation of government functions. However, the governmental performance evaluation, as an important part in the government to improve its governing ability, can not be ignored. There are still many problems in the practice of the government of Linyi City. This paper thoroughly studied the performance evaluation of Linyi City from the perspective of citizen’s participation, and analyzed the problems of citizen’s participation in governmental performance evaluation of Linyi City. On this basis, I put forward corresponding countermeasures to improve the governmental performance evaluation level of Linyi City, to improve the level of democracy in Linyi, also promote the ruling ability of the government of Linyi City, to promote the building of "Big Linyi, New Linyi".Firstly, this paper combined two theories:governmental performance evaluation theory and Public Governance theory, providing theoretical support for the citizen’s participation in the governmental performance evaluation of Linyi City. Then it describes the practice of citizen’s participation in the governmental performance evaluation of Linyi City, discovering the existing problems, for instance, the legal system is not perfect, citizen’s not-real participation and other issues involved in the process, and deeply analyzed the causes of these problems. Then, in the fourth chapter, I analyzed the advanced practical experience of citizen’s participation in governmental performance evaluation in the United States and Britain as well as other domestic cities, such as Gansu, Hangzhou, Qingdao and other places, providing good examples to improve the citizen’s participation in governmental performance evaluation of Linyi. In the end, this paper puts forward some suggestions for improving the citizen’s participation in governmental performance evaluation of Linyi citizen, such as transformation of government’s and its civil servants’governing philosophy, establishment of a specialized institution of performance evaluation, nurturing civil society, and so on, as references to the reform of governmental performance evaluation of Linyi City.
