| Internet has been changing the way people live and work，the management mode oftraditional government could no longer meet the needs of the public, so that to create a type of"smart","sunshine","service†government has become the the inevitable direction of changegovernment functions, and the construction of governmental informatization is the mostimportant way to set up a smart government. However, the governmental informatizationconstruction is a complex and difficult process, especially to set up a performance evaluationsystem, what is the lack of theoretical explanation and empirical research currently. Therefore,it is a particularly urgent thing to strengthen the construction of governmental informatizationstudy.First of all, this paper first introduces the status quo of the government informationtechnology background, policy background and analysis of the deficiencies of thepredecessors from the Research Literature Review issues left to the later analysis. Thenintroduces the conception of government informatization and the government performanceevaluation system, then expounds the development history, main composing model andcurrent development situation of government informatization, and through the urgencyanalysis of the government informatization construction on performance evaluation and theircorrelation between each other, to tell governmental informatization construction onperformance evaluation should note in development process. Second, taking Guangzhou XXDistrict as the target of evaluation, reseaching under the methods of administrative science,government science, fuzzy mathematics theories and so on, which puts forward the analytichierarchy process and fuzzy evaluation method combining as a performance evaluationmodule design. Then we set of the data, illustrate the problem by combining subjective andobjective, discuss and study how to evaluate the performance of informatization constructionin that area.By studying this topic, the paper can be drawn that the result of Guangzhou XX DistrictGovernment informatization performance evaluation is at a good stage, although not excellent,but the overall trend for the better. The basic goal of the research lies in a good try for thegovernment informatization establishment of a unified, measurable, and can be widely used for performance evaluation system model. The other hand, from the research findings can beseen that the Chinese government information technology there are still many problems to besolved, which shows that the development of informatization construction performanceevaluation in Chinese government is of great theoretical significance and practical value. |
