On The Guarantee Of The Right Of Villager Autonomy From The Perspective Of Scientific Outlook On Development

Since ancient times, China is an agricultural country, in which agriculture is the foundation of the national economy, in which rural population accounts for a majority of the total national population. Thus democratic participation in the rural politics plays an essential role in the whole country's democratic process. Since the opening of the Third Plenary Session of the 11th Central Committee, the villager autonomy as a mode of rural social administration emerge as the times require, with the advancement of the reform of the national rural social economic structure and the national democratic process. In the past 30 years, with the national advancement as well as the farmers' active participation. The villager autonomy has been integrated with the national political structure and political operation. It helps to strengthen their farmers' understanding of democracy and human rights. To some extent, the villager autonomy preliminarily from the perspective of politics solves a worldwide problem, facing the developing countries on their way to achieve modernization which is about how to coordinate the rural transformation with community development well. The villager autonomy is the great collective creation of millions of Chinese farmers. It reflects the political demand of the rural areas with the development of their economy after the implementation of the family contract responsibility system. It is an important way in which the villagers become the master of their own villagers. Especially since the system of the villager autonomy has been designated for the first time as one of the basic political systems of Chinese characteristic socialism, how to effectively guarantee the democratic autonomy rights of the majority of farmers becomes a very important task of the reform of rural political system and the construction of the new socialist countryside. The villager autonomy as a democratic political system emerge in the practice of democratic process. It reflects the democratic rights of millions of farmers which cannot be deprived and transferred. The rights of the villager autonomy is the core contents of the system of the villager autonomy, without the guarantee and the achievement of the rights of the villager autonomy, there is no need for the system of the villager autonomy to exist. And it involves some systematic contradictions which concern about the conflicts between the rights of the villager autonomy and the Party's leadership in the countryside, between the rather slow development of the collective economy and the guarantee of the rights of the villager autonomy, between the guarantee of rights of the villager autonomy and the construction of the rural community. Therefore how to get rid of these systematic contradiction, and protect the rights of the villager autonomy and deepen the practice of the villager autonomy has become a core issue of the implementation of the scientific outlook on the development in the rural society.From the perspective of the scientific outlook on development, in the theoretical framework of the theory of the Maxist People's autonomy and the theory of historical materialism, this thesis aims to have a deep discussion about the major contents of the rights of the villager autonomy according to the Maxist theory. Based on the experience about the guarantee of the rights of the villager autonomy gained from other socialist countries, the thesis looks back on the development of China's guarantee of the rights of the villager autonomy.Later the thesis gives a thorough analysis of the development mode, typical mode as well as the problems involved on the guarantee of the rights of the villager autonomy since the policy of the reform and the opening up was carried out. Furthermore, the thesis relates the spirit of the scientific outlook on development to the guarantee of the rights of the villager autonomy and deals with the economic foundation, the value orientation and the specific ways of the guarantee of the rights of the villager autonomy.
