China is a large agricultural country with a large population of rural areas, so the rural governance and social reform in rural areas are the problems that must be faced in the construction of socialism with Chinese characteristics and the process must be experienced. In the process of practice, Communist Party of China to explore the villager autonomy this path, which is a creation of the reform of China’s rural society.The core of villager autonomy is the "four democracy", and the villagers’ autonomy has realized the demands of the majority of farmers to exercise their democratic rights. After more than thirty years of practice, the rural show a new look, the degree of rural democracy continues to improve.The Eighth Congress of the party put forward clearly to legally protect the people directly exercise their democratic rights, perfect basic level party organization leading full of vitality of the grass-roots mass self-government mechanism, in order to expand the orderly participation, strengthen the procedure of negotiation, to strengthen the powers of supervision as the focus, to ensure that the people enjoy more democratic rights more effectively. To strengthen the research of villager autonomy is a part of learning and implement the party’s eighteen big spirits, for the problems faced by the development of villagers’ autonomy to resolve, to further promote the villager autonomy in the new historical period of development perfect has a positive significance.At the end of last century, Tibet area began to implement the system of villager autonomy. In nearly 20 years of exploration and practice, in Tibet in the villager autonomy made some achievements, but also found many problems difficult to solve. This paper is based on the history and culture of Tibet, to study the problem of the villagers’autonomy in Tibet area. First of all, the paper reviews the relevant literature and theory, and lay a solid theoretical foundation for the article. Then it reviews the historical evolution of Tibet. Due to the particularity of the development history, the villagers’autonomy in Tibet and other regions will have some differences, analysis of process of historical changes, this part of the factors taken into account can provide some valuable reference for solving the problems existing in Villagers’autonomy in Tibet. In the course of the study, the author provides data support for the paper, using the survey method and interview method to collect the data as the basis for analysis. And then puts forward the countermeasures to solve it.
