The Current Problems And Measures Of Villager Autonomy

Shen village is a common village in the east area of China. The author analysesthe factors confining the development of the villager autonomy. In the background ofChinese urbanization advancing, the income gap of Shen village is widening, thedemocratic elements of villager’s self-government are eroded by external factors.When faced with a factory move in, farmland transfer and housing demolition, a seriesof contradictions and the villagers’ angry were outbreak, they are mainly marked by theformalistic village committee election, the outbreak of farmland transfer problems, theonly way is to appeal to the higher authorities for help. On the basis of analysis, thereare three main reasons contribute to these problems such as behavioral agent lack ofdemocracy awareness, the lack in rural democracy and Nomocracy, obsession with thedemocracy. Five counter measures to promote the development of the villagers’self-government were given in chapter5: rational develop economy of village, removethe myth of democracy, improve the villagers’ cultural qualities, perfect the system ofdecision-making expert proves, perfect the legal system of rural democracy. In theend part, this thesis carries on an outlook to the fore ground of the villagers’self-government, and indicates that it should be perennial and gradual. With thecontinuously perfect "village law", continuous development of social economy, thequality of villagers’ cultural life enhances quickly, the rural democratic election systemwill be more standardized, democratic decision-making system will be more perfect,the democratic management system will be to consolidate,democratic supervisionsystem will be further improved. Prosperous and stable of village needs the villagerautonomy as a powerful support, and vigorous development of village autonomy of thewill boost Chinese democratization of politics.
