In the time of social reforming, all kinds of social contradiction and the dispute highlight day by day, how to construct the high quality judge troopis not only the question that the judicial superintendent needs to ponder, is also the question that the legal science researcher must carry on the theory exploration, so as to provide fair, highly effective, authority's judicial service for the public, and to provide the powerful judicial safeguard for the national politics stablity, the economic development, the society harmony.
