Study On Civil Servent Training Pattern In China

On the society, the government ability is expanding, and the government is playing more and more important role in the socitey. with the appearance of economic globalization, new technical and new konwledge, it set a higher request to government's administrative ability. On the other hand, the civil servant are the main human resources of the government. So improving the ability of the civil servant is the effct method to improve the government administrative efficiency, and the training of civil servant is the main method to improve the ability of the civil servant. The training of the civil servant work is taken seriously day by day, especially the implement of the "civil service law" make the civil servant training work more legal and standardization. Afterward, almost every place responded the summons and begin every kind of civil servant training work, and finally obtained good results. The training center is not only value the teach of the knowledge but also value the improving of the civil servant's ability. It impoved the traditional training methods, and took many new training methods. Also it adopted more scientific control system. These methods improved the effect of the civil servant training and formed the unique training pattern. But in practice, some place have the technology contradictory problem to be prominent and the weak teacher ability and so on, and it also has no unified training process to leran. So this article based on the system theory,human capital theory and adult study theory to construct the system pattern of the civil servant training. Frist, this article defines the basic concept of civil servant training pattern, introduing the western training patterns and analyzing the characteristic of these patterns, in order to supply modle to the construction of the civil servant pattern. Second, this article analyzs the particularity of the civil training and analyzs the status of our country's civil training patterns and their characteristic.And analyzes the ability-centered civil servant training pattern. At last, this article proposes the construction of the civil training system pattern,including training demand analysis, training implementation flow and safeguard system. And this article optimizes the element of civil training according to the problem of our country's civil training pattern.
