The quality of civil servants will have a decisive impact on the government's public service quality to a great extent, and also the decisive role of the level of social public life, not only that, the quality of civil servants and government authority and reputation are closely linked. In modern society, economic development, social progress, dynamic social environment faced by the public service has been continuously strengthened, the work itself is more complex and difficult, which makes the government public service are faced with the upgrade requirements. In order to improve the comprehensive quality and ability of civil servants in our country, it must be based on a perfect training system,education and training continued to complete, and this is also an important magic weapon for civil servants promotion.The object of this paper is the civil servant training system the government of Tianjin city area, the focus of the study is to find out the specific methods to improve the quality of the civil service training and implementation plan; the purpose of this study is expected to improve the comprehensive quality and ability of civil servants to a new and effective way of training, so that the image can be improved, and the the government's public service efficiency is improved.This article first carries on the analysis of theory, through to the domestic literature,summarizes the theory of civil service training, the training quality of adult education theory, and the related theory, human capital theory and the theory of quality management, and summarizes the domestic and foreign relevant successful experience.On this basis, to determine the nature of the civil service training objectives,characteristics, methods and the main content, the work mode and carry out specific methods were summarized.Then, using the questionnaire survey research methods, access to Tianjin civil servant training work status information, and carries on the induction analysis, the training system of the present stage of the advantages and disadvantages; and the use of empirical analysis methods to evaluate the quality of training, improve training quality,think to do empirical.Finally, a comprehensive analysis of all of the above, with the current civil servant training system as the basis, put forward the advice to improve training quality, such as:update the training thought, establish the basic principles, improvement of the organization mode, the reform of teaching contents and methods, management methods.Finally formed a system scheme and concrete to improve the quality of training. The results not only contribute to improve the quality of training of civil servants in Tianjin city, but also provides reference for other areas, are of great significance in theory and practice.
