China's border ethnic regions has always been the weak link of stability in the history. In recent years, some unstable factors and mass incidents have happened repeatedly in China's border ethnic regions. Violent incidents heppened on March14,2008in Lhasa and on July19th,2009in Urumqi, the separatist thought of "Three Mongolia unified as one", the religious infiltration in Guangxi and Yunnan, all these phenomena caused special attention by the government and scholars. Admittedly, we has already entered a peak period of ethnic separatist thought and activities. The factors of instability are multiple. Among them, the US-led international factors fueling to make the China's border ethnic issues as a political tool to contain China. Especially since the end of the Cold War, the U.S. government, Congress, academia, the media, all focus on the issue of Tibet and Xinjiang when they interact with China. They stir up troubles and make instability factors to the China's border ethnic issues by international pressure, financial and political support, human rights, religious and some other way.This dissertation focuses on the security and stability of China's border ethnic regions. It combing the views, activities and their impact of the U.S. government, parliamentarians and community involving China's border ethnic issues. The author hope to help us a comprehensive understanding of the function of the U.S. factor, how to eliminate the hidden dangers from outside way, and maintaining the overall harmony and stability situation in China's border ethnic regions and national unity.In this study, the author applied document analysis, historical analysis, abstract inductive method, comparative analysis and the typical survey. The whole study want to find the truth from the confused events, speech, foreign policy and government documents, neither a brief description of the general facts, nor the simple combing for foreign policy. The goal is selecting the right U.S. fators by standing on the unique perspective of security and stability of China's border ethnic regions. Five parts constitute the main contents of this dissertation.Part one, as the introduction, mainly introduces the reason of this topic and its significance. It also combed the basic view of American and domestic scholars on China's border ethnic issues,especially on Tibet and Xinjiang, and then describes the research methods, minds and analytical frameworks.Part two, the second chapter, analyzes the China's border ethnic issues in the changing process of modern international situation. Followed by a historical retrospective manner, it summed up the United States'early exposure to China's Tibet, Xinjiang, northwest and northeast regions in modern times, and probe the changeable activities and evaluation of the U.S. policy on Tibet, Xinjiang, the north and north-eastern regions during the Cold War. This part can help us understand the historical origins of the United States and the security and stability in China's border regions.Part three, included the third, fourth, fifth chapters, is the main part of the dissertation. This part applied the way of narrative and interpretation, unscrambles the focus, interference, views, and its impact from at all levels in the United States on the China's border ethnic issues since the Cold War. U.S. administrative agencies headed by the President and legislative functions of Congress, are the policy makers and performer to interfere in China's border ethnic issues. Chapter III analyzes a large number of official reports, public statements, Congressional Record, bills and acts, the annual report and other documents on China's border ethnic issues made by the presidents, White House spokesman, Secretary of State and diplomats in the exercise of its functions. The Fourth chapter analyzes the current U.S. community views and influence on China's border ethnic issues—the kinds of NGO organizations with financial support, the influence of public opinion, government policy pressure; academia with tendentious understanding of international public opinion, history of ethnic issues, such as national identity had a significant impact; developed the U.S. media intervention in Tibet, Xinjiang and other hot topic about China's border ethnic issues; the pressure of public opinion conduce the internationalization of China's border ethnic issues. The fifth chapter focus on the activities and their impact of the minority overseas Chinese and their organizations lived in the United States. The14th Dalai Lama, Rebiya Kadeer, as well as various separatist organizations, personnel hiding the United States or other countries, directly or indirectly get the support of the United States, influencing the security and stability in China's border ethnic regions.Part four, namely the sixth chapter, summed up the main subject system, the mode and characteristics of action on U.S. involved in China's border ethnic issues. Then, it analyze the theoretical and practical reasons for U.S. involvement in China's ethnic problems. Finally, it also analyze the U.S. factor how to influnce profoundly the international pressure to China, the international living space of ethnic separatist forces, China's solution of ethnic issues and national identity.Part five, the last chapter, is about the thinking and recommendations. The author gives recommendations mainly from six aspects, the firm diplomatic position, improve prevention mechanisms, innovative propaganda to the United States, the economy development in China's border ethnic issues, strengthen the management of religious and NGO activities, strengthen national identity.
