"The great transformation in the world"was a strategic argument made by Deng Xiaoping, which was based on the profound analysis of the new trends of development and changes of international situation since the end of World War 11, especially since the 1 980s. The great transformation in the world mainly comprises three parts: the great transformation in the theme of the times -- from war and revolution to peace and development; the great transformation in the world configuration -- from bi-polarization to multi-polarization; the great transformation in world economy -- from economic internationalization to economic globalization. The new strategic situation follows the great transformation.That is, peace and development are still the themes of the times: international situation on the whole is relaxing, world war will not break out in the long run, whilst regional war and military conflict are inevitable, the world is still not completely peacefi.il. Multi-polarization is the trend of development of international situation, the contradiction between one- polarity and multi-polarity is the main one in the field of current international politics; Process of economic globalization is accelerating, science and technology develop rapidly. It is main task to maintain national economic security and establish new international economic order. The great transformation in the world brings China great opportunities and challenges. Generally speaking, however, opportunities are more than challenges, and hope is more than difficulty. It is imperative to seize the opportunities under the guidance of Deng Xiaoping theory in order to advance our cause into the 21 century in an all-round way. The strategy and tactics we deal with the great transformation in the world include the following:to adhere to an independent foreign policy of peace; to oppose hegemonism and maintain world peace; to promote modernization of national defence and military in order to strengthen them; to prepare for the regional high-tech war; to implement the global strategy based on the Sino-US relation, Eurasian strategy based on the Sino-Russian relation and Asian-Pacific strategy based on the relation between the both sides of Taiwan Straits; to establish democratic and balanced multi-polarity in the world; to implement the strategic adjustment of economic structure in order to meet the need of globalization; to seize opportunities to implement the strategy for development of western region; to unswervingly implement the opening-up strategy.
