It was about 5 years ago when China Post had begun to operate independently. The postal industry is developing rapidly . Its economic power strengthens and the political position raises continuously, this reflects the bright foreground of this industry. Postal service is being in the period of reforming. Traditional postal service is turning to the modern new postal service, along competition with the market vigorousness gradually , the traditional business market space atrophies, the competition ability descends and the modern business enterprise system doesn't build up, the reform was behind in the development, many problems in the state-owned enterprise present out. It is the county_class postal bureau that connects the market directly. What is the situation of this enterprises? What strategies should they take off? We should pay more attention to these problems. Renshou postal bureau is a representative in which the author works as vice director general for one year. In this paper the author will analysis the strategy of this enterprise . First, the paper introduces the conception and function of the postal service, then describes the current status of postal industry. It points out the trend of its development and depicts the mode of foreign postal services. Second, the paper introduces the history , state, product, market and service of national postal industry , and finds out the reasons why the enterprise is in crisis. The paper use some strategic model, such as PEST, SWOT and Value Chains to analysis its surroundings, and find out the opportunities and threats that the enterprise is encountered, the paper also shows the strengths and weaknesses of the enterprise. Third, the paper makes some suggestions on the choice and development of the strategy, include strategic choice, strategic position, methods and directions of strategic development. Finally, the paper makes some suggestions on the strategy implementation, such as organizations rebuilt and the use of the BSC. The author wish the paper can offer some help for the county class postal bureau in strategic management.
