Monitoring and evaluation system is a kind of popular management mode in international agencies and developed countries for optimizing decision-making in investment in public sector, governmental programme and policy formulation, and for improving their implementation efficiency. Because this system can effectively strengthening the decision-makers?and executors?accountability, it is able to encourage them to learn experiences and lessons from past inflexibly, and discover and analyze problems duly, which leads to early intervention or action guaranteeing realization of the project or programme objectives. For the decision-makers and executors, this process is also a learning course for themselves. Therefore from this point of view M&E system can also steadily enhance the decision-making or implementation capacity of the authorities concerned. Therefore decision-making of public sector investment or governmental programme/policy formulation and their implementation can be connected into a eu-cycle via this system, and greatly improve the efficiency of the governmental resource collocation and operation. However although this mode was introduced to China as early as in the 1980s, it is still rarely put into effect. At present , this system is only operated in a very few projects , mainly large government credit-funding projects, while none in public sector investment projects. Other country抯 experiences in establishment of their M&E system show this system was mainly initialized by demands of upgrading their public sector investment efficiency, and later it was gradually extended to programme evaluation or wider and deeper fields such as sectoral and policy evaluaticm. Now China is reforming its finance system and aims to set up a governmental public finance system. The issue of how to improve the efficiency of public expenditure is already put on the important agenda of this reform process. Therefore, it is with of not only theoretical significance but also tremendous practical understanding to actively explore counter-measures of improving the efficiency of China抯 public sector investment. During recent years , China抯 finance expenditure on agricultural sector accounted for about 10 % of its annual total finance expenditure, so agriculture is one of the most important sector in governmental public investment. How to make government agricultural investment acquire better efficiency is a popular topic and attractive study field among agro-economists. Therefore, this dissertation , first reviewing the summarizing the monitoring and evaluation theory and its present application status abroad, mainly focused on completely and systematically analyzing the function and significance of M&E system in improving China抯 public agricultural investment efficiency, the feasibility and necessity to adopt this system , the adoptable manner and methodology. This dissertation is composed of six chapters. The main content and conclusion by chapter are as follows: Chapter I: Introduction of Theory and Methodology of Monitoring and Evaluation System and Their Operation Status Abroad. This part started from analyzing the origin of M&E methodology , and first theoretically summarized its structure framework and concluded that a completely functioning M&E system must include four sub-systems , namely institutional, policy, indicator and methodological sub-systems.
