Foreign Ruling Party On Behalf Of The Mechanism

This dissertation, which is guided by dialectical materialism and historical materialism of Marxism and applies the studying methods such as class, comparative and historical analysis in a combing way, constructs a theory framework of political representative relation and makes a comprehensive and systematic study in some very important problems of foreign ruling party representative mechanism . Meanwhile the author focuses on analyzing and summarizing the laws of modern party ruling the country, providing systematically with a series of ways and experience on perfecting ruling party representative mechanism, helping us deepen our understanding of the laws governing the rule of the country by the Communist Party and serves for the Communist Party of China to improve quality of ruling the country with it.The whole dissertation divides into four parts, consists of an introduction and ten chapters.Part I are the questions and the framework, consist of the introduction and the first two chapters .As a logical start point, the author mainly put some basic questions on ruling party representative system, and defines the means of the key concepts, ruling party, interest and representative system in the introduction. Chapter one mainly introduces the basic situation of modern parties ruling their countries, includes the different party ruling structures separately under competitive, cooperative and monopolistic party system; the sorts of methods, means and ways of ruling countries by parties; the transform system between ruling party and parties out of power, and the possible influence which this transformation put upon the ruling party and the whole society . Chapter two is the analytical framework of the whole dissertation. The author puts forward that the party political representative relation is a basic social political relation such as political domination, political administration, and political leadership relations. The ruling part} political representative relation holds the governing position. Representative, which close ties with legitimacy, party's advanced nature and govemability , is the question in essence in party ruling country and it worked by means of necessarilv mechanism.Part II are the process and the mechanism, which consists of chapter three to six. By focusing on the political process and working mechanism this part mainly analyzing the main structure and function of foreign party representative mechanism.Chapter three discusses the ruling part)' representative object. At first, the author points out the importance of representative object for ruling party. Then the author discusses the types, characteristics, and changes of ruling party representative object. Chapter four focuses on the foreign parties how to strengthen their contact with voters and strive for the ruling party status by representing voters' interest. It includes the representative image of ruling party; the ruling party's platform and election strategy; and the ruling party's mass work during political election period. After having won the political election and seized for the governing status, the ruling party begins to operate the state power. The political representative relation in politicalprocess makes up the main content of chapter five. This chapter describes how and what degree the ruling party plays the dominant role in interest articulation and aggregation, policy-making and implementation. Then the author discusses foreign ruling party's experience of the way in which the ruling party exercises leadership over the government and the ways that ruling parties' dispose forces in state power. The chapter six discusses the constitutive factors of ruling party representative mechanism. It includes how and what interest groups replace and restrict ruling party in carrying out its representative function; the parties out of power bring pressure upon the ruling party in a regular party system; and factions in ruling party, public opinion, serious crisis both at home and abroad all can restrict the ruling pa...
