Creationary Research On Chinese Communist Party's Ruling Way Under The View Of Political Civilization

Continuously innovating the ruling way of the Communist Party of China isan important topic in theory of ruling party construction and it is also an eternal topicin keeping the advanced quality of the ruling party. Our party becoming the rulingparty is the choice of the history and the people. Strengthening the construction ofruling ability of our party is the request of the time and people, is the practicaldemand to correctly deal with the rigorous challenge, successfully complete thehistorical mission and further improve the ruling level of our party. Then, with thedeveloping of the history, how to reform and innovate the ruling way of our party?Basing on more than two years' preliminary research to this issue, I think, the way toinnovate the ruling way is: researching from the general characters of the partypolitics in the world and the historical characters of the Chinese Communist Party,taking the ruling way of the west party as example and taking the condition of theChinese Communist Party and the common value of the world as the guidingideology, emphatically construct a new ruling way which is both according with thedeveloping trend of political civilization of the human society and according with thecondition of the Chinese Communist Party and the People's Republic of China.The whole thesis consists of six parts. The first part is a thorough analysis ofthe connotations of party, ruling party, the ruling way and the rational standard of theruling way. The second part is emphatically expound the relation between theconstruction of political civilization and the innovation of ruling way of the ChineseCommunist Party. The third part is an analysis of the ruling way of other countriesand comes to some regulars of the evolvement of the ruling way. The fourth is aretrospect and analysis of the evolvement of the ruling way of the Communist Partyof China and comes to a conclusion that CPC's ruling way must keeps up with timesand be improved on time. Meanwhile, the research in the theory on ruling way mustbe deepened. The fifth part deals mainly with the principle and the orientation ofvalue which should be good governance, lawful, scientific, democratic and with anorientation to people's interests and ruling by law. And more important is to constructa new ruling way by dialectically integrating the following: the idea of humanorientation, the prerequisite of scientific administration, the basis of democraticadministration, and the fundamental approach of lawful administration. The sixth partpreliminary discuss the ways and means to innovate the ruling way of the Chinese Communist Party.
