This paper focuses on the ruling theories and practice of Communist Party of the Soviet Union (CPSU) to provide constructive experience and reference for the Communist Party of China. Taking Marxism as the guidance, adhering to the dialectical materialism and historical materialism, the author conducted research through literature analysis, comparative study and the unification of logic and history.This paper consists of3parts including introduction, main body (5chapters) and conclusion. The introduction mainly involves the research background, research significance, the review of the related studies at home and abroad, elaborates main research methods and significance of the current study, the need for the study as well as creative ideas of the study.Chapter I proposes the definitions, and then makes analysis on the doctrines and theories of the proletarian party involved in related works of Marx and Engels; points put the source of governing theories of Communist Party of the Soviet Union (CPSU); and further explore the first proletarian regime----the implementation of the Paris commune, sum up its experience and enlightenment.Chapter II illustrates the theory and practice in Lenin’s ruling period. Lenin as a pioneer has played a guiding role in the governing theory of Communist Party of the Soviet Union (CPSU). Therefore, this paper makes a comprehensive, in-depth research on its ruling period. The author extracted the ruling theory during the Lenin administration on the basis of an in-depth analysis on "Lenin anthology","selected works of Lenin" and the documents concerning conferences of the Russian Communist Party in the same period against backdrop of Lenin’s administration.Lenin could adjust the policies in time and strengthen the construction of the party. The theories consist of insisting on "one party administration", advocating "tougher regime", establishing "close ties with the public", and "learning to govern Russia".Chapter III analyzes theory and practice in Stalin period. During the30years, a highly centralized political and economic system has been formed, which exerted the greatest influence on the development history of the Soviet Union. In foreign relations, Stalin contended against with the US in order to safeguard the national security interests of the Soviet Union, and imposed the Soviet socialism model on other socialist countries to expand growth of the socialist camp. Stalin period proposed such theories as "Party is the tool of dictatorship of the proletariat","criticism and self-criticism","maintaining close contact with the public".Chapter IV explores the theory and practice of Khrushchevto and Gorbachev period. The main theories in this period are:"non Stalin" movement, agricultural reform,"three harmonious routes" with "left leaning","national" and "National Party" advocated by Khrushchev. In Brezhnev period, reform was stagnated. He adhered to the "left", expanding to the countries in the third world and vigorously developing military arms. In Andropov period, reform was implemented; he made great contributions to the development of the national economy and improvement of people’s welfare. Chernenko inherited Andropov’s policies, putting the ideological work as one of his governing ideas attaching great importance to education reform; In Gorbachev period, the economic and political reform was studied. He advocated pursuing a path of "humanitarian, democratic socialism", abandoning the socialist goals. In the final section of this chapter, the author analyzes the theory of Soviet downfall from the perspective of the Soviet Communist Party.ChapterV elaborates the impact of Communist Party of the Soviet Union (CPSU) First, this paper analyzes the significant impact of CPUS. Because of the close ties between the history development of Eastern Europe and the ruling theory of Soviet Union, the current research and analysis will provide references for CPC. In this part, the impact of the ruling theories of the leaders of the Soviet Union on Eastern Europe is analyzed against the backdrop of respective ruling periods. Second, Fall of Communism is analyzed. Third, impact of the ruling theories of CPSU on CPC and the theoretical innovation are discussed. Last but not least, future development direction of contemporary China Communist theory is put forward on the basis of analysis on the ruling theories of CPSU and practical experience. Presenting a comprehensive deepening of reform and the goal of building a moderately prosperous society, proposing a "five in one" development strategy and strengthening Party building, attention to the military and national defense construction, nurture and promoting the core values of socialism theory.The conclusion part restates the research conclusion of this paper, that is to say, the China Communist Party as the ruling party must advocate The Chinized Marx doctrine; adhere to the road of socialism with Chinese characteristics, maintain the party’s advanced nature and purity, serve the people wholeheartedly. In the ruling process the party should also strengthen the ruling building, prevent bureaucracy and contrary bad style to the "public servants",so as to seek a global strategic thinking to push the pace of reform, to better promote the socialist modernization with Chinese characteristics construction.
