Electronic Commerce (EC) is an outcome of the progress of social production and the mode of commodity circulation, it is even an inevitable result of the rapid development of modern information technology (IT).Base on the subject of the development of EC, this thesis intends to analyses the appearance of EC, its basic frame, its effects on the modes of commodity circulation, as well as the current situation of EC in China, its strategy of development and macro management system.This thesis holds the views that EC is the new stage of the development of commodity circulation, which has the feature of visualization, transparence and high efficiency; that the development of EC brings in great changes in information flow, logistics, money flow and commercial enterprises, among which the information flow plays the leading role, the logistic system and logistic enterprises are induced to the development of informationization, socialization and modernization, electronic , money becomes the important means of payment online, the function of the traditional commercial enterprises have been weakened, and the online virtual commercial enterprises have comeout, the supply chain management (SCM) and the structure of economic units have been reformed; that the development of EC in China must be based on China's national situation, guided by the market, and we should take enterprises as subjects, give full play to the functions of government's play, direction and coordination, we should establish an intact EC basic environment, supporting system and EC frame of our own on the principle of gradual promotion from low-grade to high-grade, from easy mode to difficult mode. From one district to another district, and from one stage to another stage, we should also take the advantage of EC to expedite the transformation of increasing mode of traditional commerce, to strengthen the competitiveness of commercial enterprises.
