A New Pattern Of Opening To The Outside World

I. Purpose of the topic: Opening up to the outside world is a significant component of the Deng Xiaoping Theory and an important national policy for the modernization in China. During the last two decades since the implementation of the opening up policy, China, with the sustained development in national economy witnessed, has rapidly realized the layout of the overall opening up with much vigor and vitality starting form the stagnant and backward situation under the closed and semi-closed condition. In retrospect of the great achievements we have made in the implementation of the opening up policy and looking into the new century, we find that currently China is at the gate of WTO, that the step of the world economy globalization and integration is being fastened, and that the new economy era intellectual economy headed by the information technology is coming. Under the new condition, China shall devote more effort to improving the level of opening up. On this basis, the Thesis holds that the national economy of China is subject to two significant tasks of quality improvement and strategic readjustment; some problems shall be solved in foreign trade and foreign investment utilization; the secured position of the national enterprises and the national economy will face severe challenge in the trend of the further opening of the domestic market; we need new strategic foresight and plans in the tide of the globalization of the world economy and technology. After the initial stage of the opening up in China, we shall summarize the experiences and lessons thereof, so as to adjust to suit the new situation, adopt new strategies, and form the new layout of opening up.II. Focus: In two angles of theory and practice, the Thesis conducts research, analysis and discussion on the issue of opening up under the new situation. It puts forward the theory of further opening up, which has great significance in practical guidance, and provides concrete ideas and strategies, which are of great feasibility.First, the Thesis conducts systematical research on the opening up theories by Marx, Lenin, Mao Zedong, Deng Xiaoping and Jiang Zeming and comprehensive analysis on the economy globalization, China's entrance into WTO and the coming of the intellectual economy. It clarifies the hazy and non-scientific understandings to the economy globalization and integration, WTO and the intellectual economy, and analyses the forcing evolution of the capitalism into the global economic system in view of economics. It provides discussion and argument on how to scientifically understand the economy globalization, WTO, and the intellectual economy, as well as their impact on China and the world. The Thesis elaborates the construction of the basic frame of opening up under the new situation in China and the scientific understanding to the new layout.Second, the Thesis makes a systematic exposition on the opening up under the new condition. (1) It summarizes the experiences and lessons from the opening up during the last two decades. (2) It analyses in view of the internal logic the relation betweenthe economy globalization and integration and WTO. (3) It studies and discusses the issue of how to accelerate the development of China taking the opportunity of the integration between the economy globalization and the intellectual economy. (4) It discusses the comprehensive and systematic construction of the opening up layout.III. Breakthroughs: As to the research on China's further opening up, the common opinion in the academic circle lies in the discussion on the relation between such issues as WTO, world economy globalization, world economy integration, the intellectual economy and the opening up in China. The Thesis holds that we shall, with respect to the general layout of the further opening up in China, study the Policy with the above-mentioned issues considered in a continuous process.
