On The New Economy

The concept Knowledge梑ased Economy was mentioned in a scientific research report by Organization for Economic Co梠rperation and Development (OECD) in mid 1996. In Dec. 30, 1996 the cox~c?pt was conunented by Business Week, since then, there has been a great upsurge in discussing Knowledge梑ased Economy/New Economy around the world, especially around the developed countries. In the first half of 2000, such a great upsurge continues to attract more and more attention. Is this a kind of threaten or opportunity to developing countries? Particularly to a country like China ?as she is going to enter the World Trade Organization (WFO) in the near future. There is no doubt that all walks of life, including the government, enterprises, the science and technology professionals as well as academic fields will certainly concern with this topic very much. With this background, this paper is going to discuss how the concept of New Economy is developed in a comprehensive but brief way. Then I will have our eyes focus on the economic globalization and global informatization. Based on the highlight in the field of finance, informution, teleconmiunication, e梑usiness, technological innovation and venture capital investment, I will frankly discuss a serious of problems which do not meet the needs of New Economy on one hand, and on the other, I will restrict in vision and shallow in upderstanding the following six respects: social environment, ecological environment, urbanization, system reform, innovation mechanism and talents training. We hold a positive attitude towards New Economy . It is a product of the continuous and high梥peed development of economic globalization, Iv including finance, trade, science and technology and information techniques. And it抯 an inevitable result of history. We must judge the hour and size up the situation, thinking deeply and plan carefully, so as to make the best use of the advantages and bypass the disadvantages, seize the opportunity to realize quick development. What actually New Economy will bring us is almost completely determined by us.
