| Study of regional leading industries, also called regional strategic industries in Western literature, is both an ancient and new issue. This dissertation , recalling its theoretical origins and research methodology, systematically identifies its concepts, and explores its working mechanism as well as fostering approaches under present Chinese circumstances of the new developments and new experiences. The author holds that regional leading industries are neither localized national leading industries nor regional pillar industries in the commonsense. Regional leading industries are essentially of spatial characteristics of a specific region, and simultaneously of nature of industrial sectors. Having compared the features and causes of Chinese regional leading industries with those of regionally specialized industries in developed countries, the author puts forward the following innovative arguments: that facing the present transitional economy, the shifting of growth sources and large - scale technological spin - off from the developed regions, the under - developed regions in China, if aimed at selecting and fostering regional leading industries of their own, have to distinguish their self - supporting industries from their exporting ones, in an attempt to develop the latter and the markets outside; that the under - developed regions in China have to attach great importance to high - techand innovative product, as well to the advantageous traditional industries and newly emerging ones; that the under - developed regions in China have to cultivate business climate for the industrial agglomeration and synergy as well to strengthen and improve the regional government competence in the industrial orientation. Finally the dissertation researches into the approaches to fostering Sichuan provincial leading industries against the background of economic globalization and the Development of Western China.
