Private sector developing and operating tourism resources, especially natural tourism resources, is the product of private sector's growth and the need of China tourism industry development. However, the central government has not issued the laws and regulations concerned private sector developing tourism resources, so there has some problems in it, and transferring the right of use to the privet sector, the core of private sector developing natural tourism resources, is still in debate. Therefore, making research on private sector developing natural tourism resources, and analyzing the property of the right of landscape site and the property of quasi-public goods, and making reasonable response, and proposing policy proposals, have certain theoretical meaning and large reality meaning.With above background, on the basis of modern economics such as microeconomics, property right theory, game theory, public choice, institutional economics and theory of industrial organization, in the way combined the history with reality, theoretical and empirical analysis, this dissertation makes a comprehensive analysis and deep research about private sector developing tourism resources. The analysis method follows the general economics law of proposing the question, anal sizing the question and solving the question. The first is to describe the course of private sector developing tourism resources and its disadvantages, discuss the traditional tourism resources development pattern and indicate its malpractice, emphasize the protection and destroy of tourism resources is not decided by the nature of investors. The second is to analyze the theoretical feasibility of private sector developing tourism resources and the contradiction between perusing profit maximum and protecting tourism resources, proposing the government regulations. The third is to verify the possibility of private sector into tourism resources. The fourth is the conclusion, and giving the policy suggestion.This dissertation includes ten parts. Introduction is to summarize the analysis clue, structural arrangement and elemental viewpoint. The first chapter is an introduction of private sector into tourism industry and the development of China private sector and China tourism industry. The second chapter analyzes the current situation and the problems of private sector developing tourism resources and indicates the necessity. The third chapter discusses the barrier of private sector into the market from the perspective of macro policy environment and tourism industry characteristics. The fourth chapter analyzes the different properties of tourism resources according to property right theory, indicates the possibility of landscape site transferring the right of use and the existing problems and the government regulation proposals. The fifth chapter analyzes the behaviors between private sector and government and between private sectors based on game theory. The sixth chapter determines the quasi-public goods property of tourism resourcesaccording to public choice theory, and explains the necessity of government intervening the behavior of private sector. The seventh chapter introduces the national park management system of some countries such as Canada, USA, Japan and Thailand, makes a comparison of methods during allowing private sector into national parks in these countries, and summarizes the experience of them for reference. The ninth chapter analyzes the management method and development strategy with the examples of Sichuan province Wanguan Group and Zhejiang province Songcheng Group, objectively evaluates their advantages and disadvantages, and sum up important methods and problems considered at the beginning of introducing private sector, and risks private sector should avoid during the course of operation.
