On Risk Of Fiscal Deficits

Based on collection and study of massive materials and data at home and abroad,a study structure frame on risk of fiscal deficits is built up in this paper. In the analysis on the fundamentals of risk of fiscal deficits such as the connotation,appearance and characteristic of the risk are defined firstly. Then a unity forming-mechanism is set up through the logic connection of all the factors of deficit risk. Furthermore,all the influences that the deficit risk could exert on are listed ended with the conclusion that only when the net income of the deficit risk is positive that the deficit policy should be taken. In the chapters about China's fiscal situation,the conclusion that china's deficit risk are forming and increasing is pointed out. With the analysis on the source,appearance and influence of china's deficit risk,some special phenomena are explained such as the incomplete fiscal ethic and fiscal vulnerability. In the last two chapters,the fundamental methods of risk warning,risk valuing and risk controlling in the management of deficit risk are summed up. After analyzing some indexes of fiscal crises and the structure of budget deficits that are classified according to the new standard defined in this paper,the author try to use the theory of Debts-GDP to make a dynamic analysis on risk of fiscal deficit. Finally,the controlling system of deficit risk in China is discussed and some countermeasures are suggested.
