Harmonious Management Mechanism Of Technology Innovation And Patent System In Water Resources

The present dissertation is a study on the harmonious management mechanism of technology innovation and patent system in water resources. In is aimed to find an efficient management mechanism that may improve the technology innovation and increase the original patents. Based on former studies of China technology innovation and patent system, this dissertation gives an analysis to China technology innovation, especially to the technology innovation and patent system of China Water Resources with Harmonious Management Theory. It is pointed out that the fact leading the low efficiency of present management in technology innovation is the ignorance of the natural connection between the technology innovation and the patent system.This dissertation covers the study of the following topics.Firstly, it is pointed out that the most efficient step to maintain the fountainhead of technology innovation is Management Innovation, nevertheless, the merge of technology innovation and patent management cannot achieve without the support of harmonious management. This dissertation, therefore, for the first time, applies Prof. Xi Youmin's theory, Harmonious Management, to the study of technology innovation and patent system, constructs a harmonious management system of patent system and technology innovation and studies every key part of the harmonious management.Secondly, it is pointed out the fact that causes the short of patents in water resources is the inadequacy of the patent property right, and the solution to service invention management with the idea of harmonious management is to practice the management in the innovation including the personification of service invention, the capitalizing of encouragement, the conferring of shares and futures.Thirdly, this dissertation uses a decision model to provide alternative approaches for the inventors to protect their property rights. It is suggested for water resources to make more study on the technology invention protecting strategy, better the management of the technique secret.In the final analysis, it is concluded that to achieve harmonious management of the science & technology management and patent system, the well-cooperation of the government policy and the detailed rules is a necessity. Besides, this dissertation makes a further study on the encouragement mechanism of patent property right and the multi-prize appraising system.
