Studies On Chinese Government's Agricultural Functions In Market Economy

Both of the theories and practices of market economy have showed that the fault of market system is the basic reason of government's economic functions in market economy. Only market adjustment can not ensure stable and sustainable development of agriculture and some problems in agriculture, such as peasant interests suffering loss, can not solve by market regulation itself. Carrying out government's agricultural functions can allocate agricultural resources better, remedy the faults of market system, prevent inflation, smooth economic fluctuation, take advantage of social resources, harmonize the interest between industry and agriculture, improve rural social welfare and accelerate agricultural development. Therefore, with the foundation of the adjustment of agricultural market system, enhancing government's agricultural functions is significant to steady and sustainable development of Chinese agricultural.The theories and practices of Chinese government's agricultural functions are the research object of this thesis, and the issue of peasant interests is the important clue throughout the paper. Instructed with the basic theory of Marxist Economics and referring to the rational contents of Western Economics, it probes into the connotation,' successes and failures of the reform and developmental countermeasures of Chinese government's agricultural functions in market economy. Meanwhile, it manages to set forth a useful solution to the problem of peasant interests, which is strengthening the government's agricultural functions in market economy. The thesis consists of eight chapters with an introduction and conclusion, which could be divided into four parts.Part I, introduction, is the beginning of the research. It defines the important terms in the paper, such as government, governmental function , government economic function, agricultural function of government andpeasant interests etc., regulate the research scope and briefly explains the significance and research background of the topic.Part II is the academic bases of the thesis, including the first and second chapter. The first chapter reviews the respective thesis of government agricultural functions. Beginning with the faults of market system, it gives a brief analysis and discussion on the evolution and development of the theory concerning the faults of market system, government economic function and government agricultural function as conducted by Marxist Economics and Western Economics and tries to establish the theoretical base of this research.The second chapter expounds the national characteristics of Chinese government's agricultural functions. It analyzes realistic facts of Chinese agriculture, including the foundation status of Chinese agriculture in market economy, weakness nature of the agriculture, and the problem of peasant interests suffering loss, and set forth that Chinese government's agricultural functions in market economy has to base on the national characteristics of ourselves. According to the theories in first chapter and realistic facts in Chinese rural, it considers that the connotation of Chinese government's agricultural functions in market economy should include: establishing developmental strategy of agriculture, carrying out agricultural macroeconomic regulation, fostering and regulating market, supplying rural public goods, establishing and perfecting rural social security system and agricultural legal institutions etc..Part III discusses every item of Chinese government's agricultural functions respectively, from the third to eighth chapter. Relying on series of essential items, such as why, what, and how, they discuss the connotation, necessity, significance and counteraction of every function.
