On The Governmental Responsibility In The Development Of Chinese NPO

By intervening the development of NPO, Chinese government plays key role in its forming which thus takes on some strong governmental-orientation so that the exsiting and developing of NPO is up to our government's attitude. The government should have the responsibility for active cultivation and effective supervision to its development.Standing on the point that the government is being responsible for the development of NPO under its cultivation and supervision, this paper discusses the main problem about the existing NPO from the perspective of governmental responsibility, then suggests some countermeasures which can boost its progress mainly against the function-offside and function-absence of our government.Overall speaking, this thesis starts from introducing some concept and theories about NPO and governmental responsibility, then it analyses the status quo of the existing NPO, including its main problem such as money shortage, independence lack, male letter strength flaw, Government standard flaw. Tracing the reason, it's up to the government represented on the function-offside and function-absence. Under a general principle that the governmental offside and absence need to be replaced by restoration, this paper makes a analysis from enhancing its independence, cultivating and perfectifying its relevant law & code and supervision system so as to guarantee the fulfillment of the government function thus to enhance the fine development of our NPO.
