Establishing A Theoretical Frame Of Resettlement Management For Water Conservancy Projects

During twenty years at the end of twenty century, China comes into the spring of "finding management". The management practice of different social fields is so various that management theories appear scarce. That is, the development of management theories can't catch up with the development of management practice. It is a challenging choice for the exploration of management field of water conservancy projects resettlement that overcoming the restriction of existing research pattern to innovate combining with practice tightly the management theory.The exploitation of a new management mode applying for combined action by different actors such as the resettlement of water conservancy projects is regarded as the research problem of this dissertation. The main contents and innovating productions are as follows:At the beginning of study, the traits of resettlers and the phenomena of the resettlement management are analyzed, then the combined action by different actors is explained.Secondly, the concept of resettlement management is defined by the method of "description explanation adding up operation process". The resettlement management is not a traditional management of unilateral controlling, but an new mode of different participants interacting together in the process of combined action. Though using different management fashions, the different participants are combined by the structure of resettlement management to work actively. As an operation process, the three steps of implementation are defined as confirming the participants, establishing the macro governance, and establishing the micro management.Thirdly, macro governance and micro management of resettlement are established. The macro governance includes the systems and a network structure dividing and restricting the "power, assignment, and goal" among the different participants. The micro management includes the management modes of different forms and contents by different participants under the macro governance. At the same time, the practical techniques of game analysis and structure analysis for resettlement management are explored.Finally, the theoretical frame of resettlement management for Water Conservancy Projects is established by the methodology of scientific research programmes of Imre Lakatos. The frame is consisted of "the hypothesis of managerial person", "the traits of resettlers in water conservancy projects", and "the structure of resettlement management for water conservancy projects". Establishing the theoretical frame of resettlement management means the exploitation of a new management mode , which is the most important production of the dissertation.
