Water conservancy projects resettlement is the reconstruction of a regional soci0-economic system, a stupendous social and economic systems engineering, a recombination process of an area economic structure, and an arduous complicated . long-term task. It should be based on the powerful leadership of the government Whereas along with the progress of Chinese socialistic market economy reformation, every industry carries out reforms step by step in light of the requirement of market economy system, including the transformation of management systems and functions. Thus Chinese water conservancy resettlement, despite its achievements in past decades, exposes several problems which are to be envisaged under the synergetic effects of current various conflicts. This results in the problem that how to adapt to the development of times and seek for the right orientation of government functions in the water conservancy projects resettlement management nowadays. To analyze the essential causes for the water conservancy projects management problems, and to search for the resolutions from the aspect of the orientation of government functions, is the main objective of this thesis.This thesis firstly demonstrates some sorts of behaviors of the governments in the resettlement management referring to the typical case of Three Gorges project resettlement, and analyzes the orientation problems of the government functions. Secondly, it discusses the essential causes for the inappropriate orientation of the government functions in two aspects: the background of the national transformation from planned economy to market economy, as well as the industrial characteristics of water conservancy projects resettlement. Thirdly, based upon the public goods attributes analysis of water conservancy projects resettlement, it compares two sorts of typical modes of resettlement management: centralized management given priority to plans, and future loose management given priority to market, and indicates their unreasonableness. Finally, it proposes a mixed management system integrated bygovernment and market, and puts forward the resolution to transform the orientation of the government functions in present water conservancy projects resettlement management.
