Study On Harmonic Development Of Agricultural Resource Environment And Economy In The Period Of Economic Transformation

Transformation of economics system from planned economy to market economy, as well as that of the growth mode from extensive to intensive and operation structure from close management to open management, is occurring in our country. As a result, a series of profound changes have taken place in agriculture and rural economy. Economic growth has been sped up, and comprehensive productive ability has been boosted. The supplies of agricultural products have been in a state of basic balance even surplus from overall shortage. Rural urbanization and agricultural industrialization have also been sped up. Agricultural and rural reform and opening-up, together with international communication and cooperation turn up. It is our historical task to improve the overall competitiveness of agriculture, increase farmers' income, strategically adjust agricultural and rural structures, and build a well-to-do society. All above requires corresponding support from the resource environment system, which is the basic condition and supporting resource system for the operation of agriculture and rural economy. However, there are problems in our agricultural resource environment system, such as little possessive amount of the agricultural resource environment in spite of great total amount, low supplying capacity and obvious scarcity, uneven distribution and improper space-time allocation, low efficiency of utilization and serious waste and pollution. All these lead to the striking conflict of disharmony in agricultural resource environment and economic development. Moreover, the poor foundation of agricultural resource environment not only directly threatens the safety of national resource environment, but also restricts the development of agricultural and rural economic development. Therefore, hi order to achieve the ultimate goal of perpetual utilization of agricultural resource and sustainable development of economy, we should strengthen the research on the harmonic development of agricultural resource environment and economy.This paper starts from coordinating the relationship between agricultural resource environment and economic development. It analyzes current situation, problems and traits of agricultural resource environment carefully in the period of economic transformation. On this basis, it theoretically analyzes the issue of the disharmony of resource environment ands economic development from three different angles, which are resource environment economics, development economics, and institution economics. Then, it discusses its formation and traits, conflicts and its roots through introduction of the systematical viewpoint. Thirdly, it learns from advanced overseas experience and exploresthe internal operation mechanism of harmonic development of agricultural resource environment and economy. It formulates its segmental-developing pattern on this basis and proposes corresponding countermeasures and suggestions. Lastly, it studies the current hot issues appearing in the process of agricultural resource environment, so as to further promote its harmonic development.Apart from introduction, this paper has ten chapters. It can be divided into four parts, which are as follows.The first part, including chapter one and two, is the foundation of the paper. First of all, it gives a general introduction of the concept, effect, objectiveness and relevant theoretical proofs of economic transformation. Then, it analyzes its series requirements and effects on agricultural and rural economic development, and points out its main traits and problems and challenges that will appear in further development. Finally, from the angle of effect of agricultural resource environment on the safety of that of the nation and restraints imposed on agricultural development. It gives a systematic study on the current economic transformation, especially the exploration of the distribution, utilization and evolving trend of land and water resources.
