Study On The Coordinated Development Of Rural Resource-environment And Economy

The study revolves round the mutual relationship between rural environment and economy in the process of industrialization. The history of theories about Resource-environment and economy system coordination and sustainable development both from home and abroad are firstly traced back and summarized. What's more, all the achievements in theory and methodology are summed up. Then, the evolutionary characteristic of national environment quality with economic growth is investigated. Based on this, the hypothesis that rural environment quality accords with the Environmental Kuznets curve law with economic growth is put forward, and data of Henan province are used to test the hypothesis.By means of the theory of synergism, the function, structure of the rural socio-economy and resource-environment system and its mechanism that includes dynamics and control mechanism are analyzed. In the viewpoint of concept of production function in the neoclassical economics, the objective mode of sustainable, effective and harmonious evolution between rural socio-economic system and ecosystem is put forward. On the basis of welfare economics, "environment quality" is used as one of the indexes in the welfare function. Employing the analytical model, the dynamic characteristics of environment quality which changes with the factors of production function is studied, and the relationship among factors is quantitatively analyzed.A set of Measure Index System and a comprehensive evaluation method to appraise regional agricultural sustainable development level are established which can be usedto evaluate the rural resource-environment and economy system. And aiming to some problems in the existing pollution charge regulation, we give a mode of pollution amount control and a model of optimal control proceeding from the objects of controlling pollution amount and economic development, then draw the optimal pollution charge and the optimal trajectories of pollution amount and yield.It is a try to study a set of theoretical and practical problems of the coordinated development of regional rural Resource-environment and economy system in the principles and methods of Self-organization theory, Cybernetics, Economics, Resource-environmental economics and Welfare economics. Some voluble achievements and conclusions are obtained. At the same time, there exist more and more work to do afterwards.
