Research On Competitive Procurement Of Military Equipment In China

Under the background of military-civilian integration,competitive procurement of military equipment plays an increasingly important role in China's national defense construction and economic construction,directly affects the efficiency of equipment procurement,and indirectly affects the depth and breadth of military-civilian integration.Competitive procurement of military equipment is a concrete manifestation of military-civilian integration in the field of military equipment,and military-civilian integration is a national behavior.This paper mainly studies the behaviors of various stakeholders in competitive procurement of equipment,and from the perspective of the state,systematically researches the government,the military,military enterprises and private enterprises under the background of military-civilian integration,trying to find out the reasons that affect the behavior of each subject,examining the results of the behaviors of various subjects,and proposing opinions and suggestions for improving the work of competitive procurement of military equipment in China.This paper is divided into five chapters.The first chapter describes the background of the topic,the problem,and defines the related concepts.The second chapter shows that the equipment market is different from the ordinary market,which leads to its extensive Market failure.It requires state intervention.Then discusses the origin of the competition pattern of the military equipment market and the distribution of state functions,and the evaluation of the evolution of the competitive landscape.The third chapter analyzes the problems in the practice of the competitive procurement pattern of military equipment for more than ten years,and concludes that competitive procurement has not yet become the main methods of equipment procurement,which indicates that the competitive structure does not necessarily lead to competitive behavior.The fourth chapter analyzes the causes of the above problems.The fifth chapter proposes countermeasures and suggestions for improving the competitive procurement of military equipment.
