This paper is based on the theories of modern management and the higher education. As for allusion to the problems existing in the evaluation and stimulation mechanism of talents, the paper systematically studies the comprehensive quality evaluation mechanism and the stimulation mechanism of cadets in military academies.By systematic analysis of the cadets' complete training process, the indicator system of comprehensive quality evaluation of cadets which combines of the qualitative and quantitative analyses is established, and the approaches to the systemic comprehensive evaluation are provided. The multi-level fuzzy comprehensive evaluation model is used to estimate the cadets' comprehensive qualities. This model adopts the fuzzy partition that can properly deal with the fuzziness and quantify the evaluation, so as to contribute to distinguishing different targets and implementing the cadets' quality-oriented education. According to the training-aim's transform for the cadets of the Naval University of Engineering and the need of maritime martial conflicts for innovative talents, the comprehensive quality evaluation system which suits the cultivation of naval officers and cadets of naval academies is set up, and the main frame of the evaluation and stimulation mechanism for talents is provided. The mathematical model for systemic comprehensive evaluation and the stimulation principle provided in this paper are both in theory and in practice are of great importance to the perfection of the evaluation and stimulation mechanism for military cadets and the mobilization of cadets' initiatives.The concepts of perfecting the cadet-dominant mechanism and the model frame of the evaluation and stimulation mechanism, embody the stimulation and communication theory of modern management science, and have great significance in theory and practice to develop the higher military education theory, as well as to solve the practical problems of cultivating talents in military academies.
