Our Nongovernmental Enterprises come into being and make progress in the crack between planned system and maker system, so which has inborn the flabbiness. Only after opening and innovation, Nongovernmental Enterprises developed vigorously as bamboo shoots in spring after rain. As yet, Nongovernmental Enterprises already become the important part our national economy and the vigor power to promote economic increasing. However, with the adjustment of macroeconomic structure and the increasingly severe market competition, most Nongovernmental Enterprises show the characteristic, which can't get the sustained development and everyone is dominant only for several years. So this condition blocks badly our national economy's steady and sustained development. This paper talks about the theory meaning of nongovernmental enterprises at first, and review the their developing course, then analyze the obstacle and bring forward some advice promoting their sustained development. Finally, this paper discusses specially the questions how Nongovernmental Enterprises do develop after our country becomes the member of the WTO.
