Although China's reform in urban land use institution has made great achievements, there have emerged many problems that should by no means be neglected. Therefore, to deepen the study of the economic issues with respect to China's urban land institution by summarizing and reflecting upon the past experience is of very important theoretical and realistic significance for the establishment and perfection of the socialist market economic institution.The Efficiency of Resources Allocation and Economic Institutions are the main line of the paper's logical analysis. Starting with the efficiency of resources allocation, the paper probes into the different characteristics between the ways in which the market and the government allocate resources respectively. Then, by studying the property right theories and the institutional change theories, it analyzes the position, function and the laws of the institutional change in the course of economic operation, thus forming the basis for the theoretical analysis of the whole paper. Lastly, the paper directs its detailed study to the economic issues in respect of China's urban land institution.In the detailed study, based on Resource Allocation Principles and New Institutional Economics, and by employing theories of Land Economics, the paper establishes a yardstick for judging the validity of the institutional effect in land resource allocation. Then, it analyzes the formation of the traditional urban land allocation institution and the characteristics, problems and their innermost causes in the process of urban land use system reform. It also brings to light the major contradictions and problems by means of economic analysis. It is on this basis that the paper explores some new train of thought for the institutional innovations in the efficient allocation of urban land.Through historical review of China's traditional urban land allocation institution, this paper expounds the background and causes of its emergence. By case analysis, it points out that the nationalization of urban land at low cost and the gratis use of urban land without respect to price patterns result in the low efficient allocation of land resources at the high institutional cost, which best accounts for the reform.However, the case analysis of the change process in China's urban land use institution suggests that the reform practice in many cities deviates from the goal of allocating land resources through market mechanism, because their initial motive of making and accumulating a fortune from urban land results in the unchecked seek for the earnings from land. This not only causes the large-scale campaign to enclose land and the sharp reduction of cultivated land, but also sets back the improvement of the low efficient allocation of urban land. This is the very issue we should reflect upon.In the further analysis, the paper stresses the study on the 'friction' in interest division and the 'drag cost' in the course of China's urban land use institution reform. By analyzing the present urban land property right institution, the games between the local governments and the central government, and the games between other vested interest groups and the government, this paper further brings to light the drawbacks of the present property right institution and the games played in interest division .It also proposes some alternative tactics for the maintenance of a normal order for urban land market by setting up a model for DUP and control.Based on the above study, this paper systematically explores a new train of thought for the innovation in China's urban land institution. It puts the stress on the minute analysis of the following aspects: how to reconstruct an urban land property right institution; how to perfect and amplify the rental tax system; how to strengthen the construction of other institutions and so on. It puts forward several original theoretical ideas and constructive suggestions for the implementation of the policies as well.
