Establishment is an important political resource,the Party’s ruling resources are greatly enhanced by the presence of institutional staffing resources,which are both political and ruling resources.This staffing is essential for the construction of the Party and state institutional function system,for furthering institutional reform,and for optimizing the allocation of these resources.At the district level,the headcount management is the most rudimentary task of the Chinese headcount management,executing the laws,regulations,and policies.However,the duties of the headcount department at this level are becoming increasingly burdensome,and the distribution of the headcount resources is confronted with numerous difficulties.How to scientifically and reasonably allocate the organization’s staffing resources is an important prerequisite to further ensure that government departments can fully and correctly perform their functions.From the perspective of public management,this paper selects T District of Jinan City as a sample to study in detail the problems faced by the management in the allocation of institutional staffing resources in the selected region,and analyzes the situation of the district-level party committee and the institutional staffing department in the preparation of resource planning for the entire region,including the overall allocation of institutional staffing resources and the multiple logic of the allocation of institutional staffing resources,lt points out the problems faced by the establishment The contradictions between the establishment and distribution,particularly at the grassroots level,are evident.actual workers and the work difficulties.Learn about the advanced experience and practices of other regions,explore the beneficial measures for the allocation of staffing resources of institutions,put forward suggestions and reform suggestions for the allocation of staffing resources of grass-roots institutions according to the relevant ideas and preliminary practice of T District of Jinan City,improve the level of staffing work of institutions,optimize the allocation of staffing resources of institutions,and promote the allocation of staffing resources under the overall planning,and A solid institutional and institutional guarantee for local economic and social development is of paramount importance,necessitating the formation of a pattern of joint construction,governance,and sharing,with clear rights and responsibilities for all sectors of society..This study,based on the author’s experience in the organization’s headcount management department,has developed an evaluation model that combines qualitative and quantitative analysis through field research,literature research,case study,offline interview and other methods.Comparative research and in-depth analysis have been conducted in reference to prior studies to identify ways and means of optimizing the allocation of organization headcount resources.First of all,starting from the research on the current situation of the organization’s headcount management and the existing problems in the allocation of organization’s headcount resources,we will sort out the main problems:unclear functions and responsibilities,inadequate staffing management,weak awareness of organization’s headcount laws and regulations,regulatory intervention,poor department coordination,lack of supervision and inspection,etc.Secondly,in-depth analysis of the main logic of resource allocation is carried out,which mainly classifies and sorts out functions,politics,performance,performance,needs,etc.,and then,in-depth analysis is carried out for various types of logic.Combined with the offline interview content and local actual situation,an effective formula is proposed to further promote the rationality and effectiveness of the organization’s resource allocation.
