Nowadays land resource use and land management at the uiban-mral eco-economic fringe (UREEF) are in disorder in China. Without unambiguous property rights,effective policy instruments and complete market mechanisms,the high quality farmland at the UREEF will be inevitably encroached and converted to urban areas with the speedup of China 's industrialization and urbanization,which in turn leads to a series of associated irreversible eco-economic problems and impedes the two crucial government policy targets:orderly urbanization and food security. So taking the areas bordering city and countryside as a complete eco-economic system:urban-rural eco-economic fringe,deeply studying the eco-economic feature,structure and function,dynamic mechanism of rural-urban interaction,the theories and methods regarding land resource use and management are important and can contribute to rational resource use,effective supply of food and main agricultural products,improvement of environment,sustainable development of agriculture and rural areas,healthy and orderly urbanization,complementary relationships of resources between rural and urban areas,economic coordination.The contents of the dissertation can be divided into three parts as follows:First of all,basing upon the analysis of the feature,structure and function of the UREEF,the dissertation deals with the prerequisite,dynamic mechanisms,channels,types of urban-rural interaction,outlines the dynamic models of the UREEF and the consequences resulting from urban-rural interaction.Secondly,using classical rent,classical location,modern rent,modern location theories and modem land use theory and welfare theory,the dissertation fully analyzes the land types and land resource structure,land resource use characteristics and rural-urban land conversion from different perspectives:temporal and spatial,static and dynamic,normative and positive,qualitative and quantitative. Furthermore,legal and illegal ways,five patterns,six features,nine kinds of consequences and eight mechanisms concerning rural-urban landconversion are initiated which lays a solid foundation for effective land resource use.Finally,from the standpoints of equity and efficiency of resource allocation,economic development and environmental evolution,the author puts forward the basic principles of the land use and management,establishes a market operation model for monitoring rural-urban land conversion. Three targets,four operational principles,two types of decision models and five aspects of institutional innovation are discussed in detail. The most important thing,the author considers,is to combine the current base farmland preservation planning with the transferable development right to realize the above mentioned government policy targets.
