To realize the economic sustainable progress in the virtuous circle of the population, the resources and the environment Interco ordination is one of the rigorous challenges that the impoverished area faces in the new century. The analysis and research on the territory economy development of impoverished areas have vital significance regarding the resource exploitation promotion, the agricultural production condition and the ecological environment improvement, and even stable extrication from poverty of these areas.As the total of all economic activity in the county territory scope, the county territory economy is the basic social economy functional unit as well as the foundation part of the entire national economy. It is not only the union of macroscopic and microscopic economy, which belongs to the view economy and the region economic category; also it is the union of urban economy and rural economy. Playing the role of connecting bridge in the entire national economy development, county territory economy is the extremely essential level to enable the country to carry on regulative to the entire economic activity. Unfortunately Chinese economical academies have done dreadfully insufficient research on county territory economy, especially the county territory economy of impoverished areas.Poverty is the most universal social economy characteristic of the impoverished areas. The extensive existence of poverty along with the consequent negative effect deprives the impoverished areas the abilities of sustainable development. The whole world shares the common desire to eliminate poverty. But in the retrospect of the world historical development, the poverty problem remains unresolved in many developing nations, and keeps causing social and political issues if not processed well. The proposal by Mr. Deng XiaoPing to construct the Chinese characteristic socialism theory suggests that we must embark from our country national condition, abolish all the old systems that fetters social productivity development, bring every positive factor into play, and gradually achieve the common enrichment goal by the time. "Practicing the socialism certainly must develop the productivity. Poverty isnot socialism. To persist in socialism, we must construct the socialism that has superiority to capitalism, hence we must get rid of poverty in the first place."Since the economic reform, Chinese social productivity has been liberated rapidly. The entire national economy has been unprecedentedly developed and aid-the-poor program has obtained huge achievement. However, we should not neglect the fact that, at present, there are still more than 100 million impoverished population in countryside of China, the majority of whom are extremely poor, and it's exceptionally difficult to solve their problems. Only depending on the government policy and financial aid to eliminate poverty turns out to be infeasible from the long-term point of view. In addition to funding and policy support, the impoverished areas are also lack of advanced cultural ideas and the advanced productivity. To eliminate poverty in the impoverished area, we cannot only depend on the policy support and government funding. More importantly, we should dissemination the advanced culture idea and the advanced productivity, to transform the people's mindset, and to bring the people to a more scientific cognition of the situation. Then they can give full play to their own advantages, choose the development path that suits their peculiarity, and thus finally eliminate poverty. This is also the reason why the author chooses this topic for the doctoral dissertation.
