With the accelerated globalization, the advent of knowledge economy, and the conception of sustainable development, the global economy development is characterized increasingly by its ongoing regional orientation. The world production elements, resources, and division are being reorganized at various levels and allocated more favorably to competitive regions. This evolution has attracted extensive academic investigations into regional economy competitiveness in macro-economy views and many different conclusions have been induced. Although these investigations and the conclusions made are recognized important and valuable, most principles have not been well defined yet. It is necessary and even more important to understand regional economy competitiveness from micro-economy frameworks, which embed the economic competitiveness of a nation, province, and prefecture as an integrated region respectively. In this thesis article, combining literature review and a case study of Zhejiang province through extensive question-and-answer surveys and on-the-spot investigations, we study the active roles small and medium sized technology-based enterprises play in boosting regional economy competitiveness as organized in seven chapters as follows.The introduction chapter of the article addresses the objectives of this study and the background and foundation it is based on, describes the framework and methodology employed, and points out the innovations of the study and suggestions for further investigation.The second chapter is a presentation of literature review and theoretical analysis. First, it reviews the conception of competitiveness and regional competitiveness from extensive academic investigations in China and abroad. Second, with an intensive analysis of new technological revolution, regional advantage, globalization process, comparative advantage, and competitive advantage, and based on the innovation subject, namely, small and medium sized technology-based enterprises, it investigates the theoretical foundation and practice in boosting the competitiveness of regional economy.In chapter three, the innovational advantage of technology-basedenterprises is evaluated from a trimensional analysis of science and technology, economic performance, and enterprises cluster, the process and mechanism it underpins are examined with which small and medium sized technology-based enterprises boost the competitiveness of regional economy visualized as innovation effects, incentive effects, and cluster effects.In a view of regional economy growth, the forth chapter analyzes the significance and active role that small and medium sized technology-based enterprises play in regional economy development and the economic restructuring. By question-and-answer surveys and the analysis of individual sample evidence, the case study of Zhejiang province reveals that there exists a significant correlation between the development of small and medium sized technology-based enterprises and the regional economy growth. With the orientation of knowledge, technology, and personnel resources towards different priority areas within this province, an economy is appearing in Zhejiang province that is based on intellectual resources and intellectual capital. Small and medium sized technology-based enterprises have become the main driving force for accelerating the economy growth of the province, and the extents to which these enterprises develop have begun to exert a greater influence on the quality of economy growth and the regulation of economic structure of the province. Based on these surveys and analytic insights, some strategies are put forth for strengthening Zhejiang economy through small and medium sized technology-based enterprise clusters.Basing on development practice of zhejiang manufacturing, the fifth chapter manifested some facts of impact of technology-intensive industries upon manufacturing competitiveness.
