Study On Financial Support System Of Chang Chun Developing Prevision Agriculture

China has been faced with a more rigorous challenge in agriculture since it entered WTO. At the 16th session of the conference of CPC the magnificent objective of completely constructing a well-off society was put forth. It is necessary to establish modern agriculture with ongoing development in order to shorten the gap between the Agriculture of China and that of developed countries. Nowadays China has taken the development of Precision Agriculture as the strategically important issue of agricultural science and technology. On account of the weak foundation of developing national Precision Agriculture and the low level of agricultural intensification and mechanization, we should develop Precision Agriculture by attaching importance to saving water and fertilizer and facilitization, and first and foremost develop agricultural technology by choosing cities and areas under favorable conditions. Ji Lin province has been listed as one of the provinces to develop Precision Agriculture, meanwhile, Chang Chun takes a lead to develop Precision Agriculture in Ji Lin province, which can explore and accumulate experiences of the development of Precision Agriculture of Ji Lin province, and create conditions for seeking the support of national policy. Originating from developed countries, Precision Agriculture organically combines the technology of Remote Sensing, Geographic Information and Global Positioning System (termed as "3S") with basic sciences of agronomy, geography, ecology, agrology to make a macro-to-micro inspection and measurement of crops and soils at real time, which not only improves productivity and protects environment but also achieves the ongoing development of agriculture while producing the best effect with lowest effort. By making a comparative analysis of the current situation of the development of Precision Agriculture of our country and that of the agriculturally developed countries, the thesis concludes that there is a long distance away from the Precision Agriculture of developed countries. By making a comparison of Precision Agriculture with traditional agriculture, the thesis concludes that developing Precision Agriculture is an effective way to realize modernization of agriculture, and our country must develop modernized agriculture in order to shorten the distance from agriculturally developed countries. Ji Lin province is a province with high grain yield, named as "the Golden Maize Strip". The try-out of developing Precision Agriculture in Chang Chun will make an example for Ji Lin province and even the whole country.At first, according to the current agriculture development, this article makes a detailed analysis on the advantages, disadvantages, chances and challenges in developing Changchun's Precision Agriculture.By analysis the thesis concludes the development of Precision Agriculture is feasible in Chang Chun. Precision Agriculture is a modern agricultural technology which involves a large amount of input of funds and techniques. Therefore, considering the reality of Chang Chun, we should mainly put investment into the infrastructure construction of the informationization of agriculture, the cultivation of farmers and agricultural talents, the construction of the exampled areas of Precision Agriculture and the reinforcement of the transition of achievements of science and technology. On the basis of that the theses primarily analyze financing system of Chang Chun developing Precision Agriculture. Because agricultural investment is characteristic of much risk and investment of a long span of time, its financing effect is not ideal enough comparing with other industries. By analysis of the current situation of agricultural investment of Chang Chun the paper points out the problems of the single main body of investment and inadequate investment funds. Considering the characteristics of agricultural investment and problems existing in agricultural financing, the paper explores the pattern of raising funds for developing Precision Agriculture of Chang Chun depending on the basic requirements of raising funds for agriculture. Based on the requirement of diversity and stressed points of agriculturally raising funds, this paper proposes feasible projects of developing Precision Agriculture in Chang Chun. Project 1: Exploitation of civil capital. Civil capital refers to non-stated capital, including capital owned by private enterprises and state-owned enterprises and deposits owned by rural and urban citizens. Because private enterprises of our city have developed into an prominent force in the development of our city , and there is much room for them to introduce funds, this paper confines civil capital to that owned by private enterprises and analyzes economic and political feasibility of exploiting civil capital. Project 2: Exploitation of present financing agencies, such as the Agricultural Bank of China, the Agricultural Development Bank of China,the Rural Credit Cooperatives, etc.Financial agencies must closely cooperate with each other, bring into play the basic role of Rural Credit Cooperatives and the directive role of the Agricultural Development Bank, reinforce the reciprocal cooperation of the Agricultural Bank of China, the Agricultural Development Bank of China, the Rural Credit Cooperatives, serve for the better development of Precision Agriculture financing. Meanwhile, the Chang Chun government should enforce tax reduction or exemption policy on rural financial agencies which manage agricultural loan, speed up canceling illegal loan after verification and dealing with deficit on account, improve the mechanism of financial subsidy and risk compensation, establish ensuring mechanism of rural credit and loan funds and optimize social credit environment. Project 3: exploitation of foreign capital, i.e. exploitation of the loan from international financial agencies such as World Bank. Because of the great demanding amount of capital and limited civil resources in developing Precision Agriculture it is necessary to introduce foreign funds and advanced technology to develop Precision Agriculture of our city more efficiently and effectively. This paper focuses on the following three aspects to discuss the measure that Chang Chun city takes to exploit foreign funds: First, bring into play the role of agricultural foods trade fair of Chang Chun .Second, make good use of the traditional financing pattern of foreign funds, i.e. foreign assistance and proficient loan. Third, make good use of direct investment of foreign traders. The advantage of direct investment of foreign traders is that it has no many additional conditions and does not assume all risks. In addition, it is the carrier of various productive elements. Foreign traders make a direct investment by means of joint investment, sole investment, cooperation, international lease, BOT management etc., which are applied to all fields of agriculture. At last, this article puts forward the guiding ideology, strategic target and basic principle of developing precise agriculture in Changchun. It also focuses on the strategy of capital support of the precise agriculture development. In specific is to increase the proportion of capital investment, to offer preferential finance policy, to preferential of the tax into effect, to establish the agriculture risk fund, improve the environment of the investigation, to provide a fine environment of development and to strengthen the macroscopic control of the government.
