Since 1980's, the rapid economic development has resulted in the degradation of global environment by its wanton use of resources, and environmental problem has become the common concern of the international community. Founded by UN, WCED (world Commission on Environment and development) is specialized in researching the problem of sustainable development. The UN's Conference on Environment and Development in 1992 hold an ardent discussion on the global sustainable development, and achieved common understanding. Sustainable development has already become the common guidance for economic development of every country in the world.Forest Certification, rising gradually since 1990's, is a kind of market mechanism that promotes the sustainable management of forest, and has seen a rapid growth around the world in the past ten years. Today, China's forest industry is not only at a critical point of transforming from traditional to modern, but also facing the huge challenge after China's entry to the WTO. Forest Certification is the key point to upgrade the domestic management and administration of forest to the international level, and will play a very important role in promoting the rapid development of China's forest industry. As a result, Forest Certification is the only choice for China's forest industry to face the pressure of international market and to meet the requirement of sustainable development.In the first part of the thesis, the author made an in-depth analysis on the current status and developing trend of foreign and domestic research of Forest Certification, and pointed out the deferent characteristics of their own. Then the author made corresponding suggestions to China's Forest Certification according to its current situation. In the second part, the academic research of Forest Certification was conducted, including its meaning, purpose, costs and benefits, followed by a discussion on the relation between Forest Certification and forest sustainable development, which established the foundation for the authentication of relevant principle and standard in Forest Certification.Through academic analysis and on-site investigation on northeast China state-owned forest zones, the thesis studied how to carry out Forest Certification there from several aspects, such as to strengthen the promotion of relative regulations, to choose the proper forest certification system, to enhance the drive for certification, to choose the right certification measures, etc. The thesis also brought forward that we should make full use of domestic and international resources and markets, and enhance the drive for forest certification. FSC system was chosen to establish the framework of regional standard for state-owned forest zones in northeast China.After assaying of FSC, the thesis established regional economic and social principle and standard for state-owned forest zones of northeast China in the FSC framework. Under the guidance of Marxist political and economic theory, the thesis classified law, regulation, religion, community and labors' right into social category, and the layout and income of forest management into economic category. The supervision and assessment of sustainable forest management should be carried out inevery aspect (including zoological, economic and social), not just in one aspect. And this should be carried out through the whole process of forest certification, and eco-benefit should always be priority. The in-depth analysis on FSC, ISO 14001 and PEFC provided help to the establishment of YM Forest Certification Standard.The thesis gathered up the economic and social standard from PEFC system, and compared them with those of FSC and ISO 14001 systems. Apart from overall requirements, YM Economic and Social Principle and Standard of Regional Forest Certification established the principle and standard in several concrete aspects, such as law, regulation, labors' right, local community, forest certification rights, benefit from forest, layout of forest management, supervision and assessment, etc.
