The Study On Regional Construction And Adjustment Measures Of Urban Employment Capability In The North-East Area Of China

The Sixteenth National People's Congress has put forward the new policy that supporting the "Old Industrial Base", such as the North-East Area, to quicken the tempo of adjustment and reformation, and supporting the resources city and area to develop the continue industry. This policy brings the North-East Area a very rare new turning point. But there still are many problems and contradictions which are needed to resolve in the new developing of the North-East Area, and the most important one of the all problems and contradictions is the unemployment and employment. The problem of unemployment and employment has been the heart of the matter that the North-East people care for and concern. First, the paper gives a preliminary and relatively objective diagnose and review. In comparison with vast rural areas, the urban employment pressure of the North-East Area is more rigorous, so the main way of the employment of the North-East Area should be found in the city (the city's industry). However, there are all kinds of problems in the cities of the North-East Area, such as the "Old Industrial Base", resources city, Small & Medimm-sized towns are not well developed, and so on. So there is the problem that the urban capability is very different and how to enhance the urban capability. Based on the systematic analysis and study of the theories and methods related to employment in Western economics, Developing economics, Rising economics, Institution economics and Industry economics, the paper abstracts the influential elements which can judge the regional employment capability. And then, in the light of this study, based on the theories and methods related to region and space in Geography (economic Geography), Regional economics, Urban economics, Geographic Information System (GIS), under the guide of the systematic idea and the theories of indicator and indicator system, the author tries to work out a indicator system which can judge the regional employment capability. Then the paper applies the indicator system to 35 cities in the North-East Area for quantitative compare and analysis, in order to study and analyze the regional differences, regional construction characteristics, time developing law of the 35 cities' employment capability. At end of the paper, in view of the present symptom and in order to promote the urban employment capability in the North-East Area, the author tries to put forward the relatively workable and practicable resolving program, adjusting policies and measures.
