Interventionism deals with a government's or an internationalorganization's interventions in another sovereignty's domesticaffairs or any other two countries' relation. Such an interventionis different from usual interference including persuasion,suggestion, mediation, etc. It is compulsive and is an act thatdoesn't care about the intervened country's attitude, aiming atforcing the other part to do something against its original intentionor to prevent it from doing something. Violence or violent threatis usually involved in it. Although superficially it is unrelatedto violence sometimes, it is actually based on violence because thepressure of interventionism mainly results from its potentialviolence. The new interventionism, a trend of thought and theory withthe excuse of defending humanism and so-called western democracy,human rights and common values of human beings' by means of militaryintervention of other nations' politics, which is dominated byAmerica and enjoys popularity in western world, is formed in thecontemporary world situation with the purpose of implementingimperialism and establishing the world relation order that isbeneficial to the western world. The new interventionism covers aseries of new arguments centered around the claim that human rightsare above sovereignty, for example, " Human rights are abovesovereignty","Civil war is not the interior","Sovereignty islimited","Human rights are above borders",and"Borderline isuncertain", etc.152153The thought of new interventionism is popular among the leadersand politicians of some countries, and leaders of internationalorganizations. During early 1990s, new interventionism was firstadvanced by a western scholar, but it did not arouse the attentionof Chinese scholars. The war of Kosovo is a mile stone of the nearfull wings of new interventionism. It had great influence oninternational relationship. Its influence is far beyond the Balkanand Europe. With far-reaching commonplace significance, newinterventionism shows the world the aggression and adventure of theWest imperialism and brings serious challenge for the 3rd worldcountries including China, which arouse wide attention among Chinesegovernment and academy.With the break-up of the Soviet Union and the end of the ColdWar, some western countries got the dominating position of the world,especially America,who became the single superpower. In the past tenyears, these countries, depending on their economy, politics,military force, science and technology and taking the advantage ofthe sweeping globalization of economy, were widely and wildlycarrying out new interventionism. The U.S.A. tried to build up asingle-pole structure after the break-up of the two-opposing-polestructure and realize the peace under the control of America.Compared with the new interventionism during the Cold War time, thenew interventionism after the Cold War is more deceptive, aggressiveand dangerous. Knowing clearly its nature and qualities hasrealistic importance to oppose firmly new -interventionism powerpolitics and maintain the world peace.According to the data grasped, no one has ever given a completeand systematic study of the origin of new interventionism from theangle of the foundation stones of western international politics:idealism and realism. The occurrence of new interventionism was notincidental. It appeared, taking western culture as root, theinternational situation after the Cold War as background and old154interventionism as basis. A thorough analysis of its origin andgrowth will help us have a thorough grasp of its theoreticalsubstance and will lay a good foundation for further study andunderstanding. Through the presupposition of the perfect things,ultimate goal and should-be situation, idealism always revealsitself a never-acquiescent resisting factor in history.
