Ever since the end of the Cold War, the US has pursued Neo-interventionism, which guided its operations in Somalia, Haiti and Kosovo. Neo-interventionism advocates "the superiority of human rights over state sovereignty", introducing the concept of individual sovereignty and ignoring state sovereignty. Moreover, the US believes when the human rights of the nationals of a state are severely harmed, the international community should actively intervene, even by resorting to force and discarding the principle of non-intervention of domestic affairs as stipulated in the United Nations Charter.Given what took place in Kosovo. Rwanda and other places, it is obvious that the real motivation of the US formulation and implementation of Neo-interventionism is not to safeguard or protect international human rights. It attempts to maintain its hegemonic status and establish a US-led unipolar world suited to the western strategic interests and value. The nature of Neo-interventionism is to meddle into internal affairs of other states and to conduct power politics under the pretext of humanitarian assistance.In carrying out its world strategy, the US adopts a pragmatic policy toward the UN. When it deems that the UN can realize its goals, it uses it; when it feels restrained by the UN. it discards the latter. In Kosovo, for instance, it circumvented the UN and led NATO, a regional military organization in a massive and brutal attack against a sovereign state, greatly weakening UN's leading role in safeguarding world peace and security. NATO's enlargement and formulation of new strategy under the US leadership demonstrates that the US attempts to institutionalize its intervention activities and consequently build a new world order under its guidance.It was unfortunate that the UN was unable to halt the US interventions. The international community should keep sober on the Neo-interventionism. The UN has the responsibility as well as the capability to correctly fulfill the duty of international human rights protection and supervision. When an international intervention becomes necessary, it should bring into full use the existing mechanism and cooperate with regional organizations in line with the purposes and principles of UN Charter so as to safeguard world peace and security in the real sense.
