Research On Pattern Of China Social Security System And Issues Of It's Operation

While prosperously going on, the Chinese economy is developing an unsteady element in it. To effectively control the unsteadiness, the establishment and improvement of a sound social security system is an unavoidable choice. A social security system is the natural product of the market economy system. It is one of the principal ways for the state to interfere with its economy, and one of the important means to resolve the conflicts in the society. It is also a basic system that allows space for the productive forces to develop within the existing frame of the productive relationship. On the other hand, as a symbol of the advancement of the society, the social security system is also considered a stabilizer of its economic development and a safety net for the society to move ahead in. The choice of a social security system model can be affected by various factors. The social security system model is a form to bring about such a system. In their different conditions and developing at varied levels of their productive forces, and based on the different factors in their history and on their moral and virtue values, the countries in the world are bound to bear disparities and features of their own in their security models. As far as the whole world is concerned, social security system has demonstrated a tendency -- starting from mainly the early-stage European "regional development', to the formation of the worldwide gradualist diversity of social security systems, then to the respective localized models of the different countries.On the basis of the existing conditions, this paper has adopted a comprehensive approach of research from an objective, developmental and open-minded perspective. It has joined the theories and practices and done a synchronic and diachronic analysis in a quantitative and qualitative method. In the theoretical analysis of the model of social security system, efforts are made to find out the laws in the social security practice. The quantitative analysis is made of the specific practice in the social security programs so as to provide something to rely on in the reform and sustainable development of the right models of social security systems. The paper, on the basis of a comprehensive analysis of, and in the light of, the theoretical achievements done in social security area in the past, further explores the connotation of the social security system. The social security system is sponsored mainly by the government, and participated by individuals and legal persons at the same time. The system, through the distribution and redistribution of the national revenue, and in the course of a given period, is an economic system of wealth. It provides part of the members in the society with a basic survival security so as to reinforce the stability of the economic and social life. It is an important constituent of the market economy system. On the basis of its account of the connotation, the paper further indicates that the social security system is the outcome when the socialized mass production and the market economy have climbed to a certain point. Although it is not a spontaneous product of the economic course, the economic process has played a decisive role for its birth and growth. Since its establishment, the social security system has been the inborn variable that restrains and affects the course of the economy. Therefore we have to examine the agents (which have brought about the social security system and its development) in the light of the interior connections and laws of the economic course. Meanwhile the social security system is also the consequential demand for the realization of a comprehensive development of the human being. To determine how updated a country is, we consider not only the increment rate of its economic growth and of its productivity, the economic structure, the political operation, and the improvement of the social environment, we should also look at the overall development of the human being.
