This research regards institution as the key point, inquiring completelyinto the influence of the direct institution and the indirect institutionto the re-employment and it's the manifestation, which is closely related withthe unemployed re-employment. This research tries to answer the problem, which the social institutionalarrangement is how to affect the employed occupational choice: Firstly, the influence of the social assistance institution with itsassistance standard & its rules to the re-employment choice is positive andnegative, perhaps without showing the significant influence. That is to say,under the social security of the social assistance institution, theunemployed is incline to stay in the safe net to be used as the assisted person,or even incline to be positive to seek jobs as re-employed? Secondly, in the design of unemployment insurance institution that islimitation of the sharing qualifications, time of receiving & standard ofreceiving, it is the guarantee of the unemployed rights, in the meantime,what's the influence to re-employment? Thirdly, what's the actual effectiveness of the re-employment supportpolicy? Fourthly, does the indirect police institution, which inclusions theremaining of old ownership of enterprise and the difference of region policy,sex norm etc, influence the re-employment of the employed and how to influencethem? This research discovers that the re-employment direct institutionalarrangement to the influence of the re-employment choice is very dicey. Theinfluence of the social assistance institution with its assistance standard III& rules affecting to the re-employment choice is positive and also negative,but without showing its significant influence. Being incline to be a positivejob-hunters, at the same time, the unemployed also hopes to get the socialassistance, and the mode that its low level widely overlays, also make theemployment choice of the unemployed is not what must be one of these two. From different angles and different methods, also having mostly similarconclusion, that is to say, the unemployment insurance institution includingthe unemployment insurance and buy the working ages , retired earlier andthe unemployed living expenses etc, which affecting on the re-employment isvery misty and indeterminate, even in many time showing a kind of rigid——no function and no influence namely; According to this investigative data, thinking that the reasons consistsin primarily: Firstly, The re-employment of the unemployee is mostlyirregular, escaping from supervise, which make the irregular re-employmentand the defining of sharing qualification of again the unemployment insuranceare irrelevant each other; A lot of items of the unemployment insurancearen't relational with re-employment, for example, retired earlier,buy theworking ages and the receiving of the layoff living expenses in particularperiods etc; The very low level and average issuing in unemployment insurancemake the unemployment insurance lack the influence and adjust there-employment degree and flexibility; The relativity among the unemployment insurance replacing rate, theminimum living guarantees replacing rate and the re-employment isindeterminate, and not simply negative related relation.
