A Study On The Impact Of The Low-income Security System On Employment

Employment is the foundation of people's livelihood and the cornerstone of national development.With the change of economic growth mode and human resource structure,the employment situation in China will be more and more severe,especially for the low skilled labor force.In recent years,China has been implementing a positive employment promotion policy,and the social security system related to employment should not be outside of it.At present,in the current system of Guizhou Province,the low-income security system,which has a certain impact on the employment will and behavior of the workers,mainly includes the minimum living security system,the minimum wage system and the unemployment insurance system.The purpose of these systems is to protect the basic rights of the residents,obtain the due labor remuneration fairly,and avoid the risks of unemployment.It contains the mechanism of promoting employment and has the function of promoting employment.Based on this thinking,this paper uses the statistical data of Guizhou Province to study the impact of lowincome security system on employment,and mainly answers the following questions:(1)what will be the impact of low-income security system on employment at the theoretical level;(2)what is the current situation of the standard of low-income security system,and is it the moderation;(3)what is the impact of low-income security system on employment at the empirical level(4)how to improve the low-income security system to better promote employment:First of all,this paper reviews the research at home and abroad,including the impact of the minimum living security system,the minimum wage system and unemployment insurance on employment,sorting out the employment related theories,which provide the basis for the follow-up study of this paper;secondly,it analyzes the employment effect of the low-income security system.First of all,it analyzes its positive and negative effects on employment.Low income security system can promote employment by ensuring basic life,achieving social stability,expanding effective demand,increasing labor demand,improving human capital,and improving labor efficiency.It can also restrain employment by reducing work enthusiasm,resulting in welfare dependence,increasing enterprise cost,and reducing enterprise employment.The impact of low-income security system on employment depends on two effects.Then it introduces the current situation of low-income security system and employment in Guizhou Province,and makes descriptive analysis on the current minimum living security standard and its appropriateness,minimum wage standard and its appropriateness,unemployment insurance gold standard and its appropriateness,as well as the overall situation of employment and industrial employment structure in Guizhou Province,and makes empirical analysis on the impact of low-income security system on employment in Guizhou Province,collect the relevant data of Guizhou Province from 2003 to 2018,analyze the impact of low-income security system on employment through linear regression,and draw the following conclusions:(1)the overall standard of low-income security system in Guizhou Province is low;(2)the low-income security system in Guizhou province does not promote the employment;(3)the low-income security system in Guizhou Province has different impact on employment in different industries.The following suggestions are putting forward:(1)improve the standard of low-income security system;(2)give full play to the function of low-income security system to promote employment security income;(3)formulate different standards of low-income security system by industry.
