The Measure And Empirical Research On Maturity Of Regional Innovation System

As fast globalization of economy and quick development of science and technology, national innovation system increasingly become frontier problem of government department and academic field. As important foundation and critical component of national innovation system, regional innovation system is gradually called attention of people. How to build a regional innovation system according to its real condition and development strategy has became a key of economic growth for a region. Therefore, many regions have begun to build its regional innovation system. In the processes of building regional innovation system, how to determine its development period, find out its problem of existence, point out its direction of improvement and thus gradually made it satisfactory are an important and worth subject of study. In this paper, regional innovation system maturity is provided to solve this problem. The purpose of this paper is to deeply and systematically study basic concept, measuring index and method of regional innovation system maturity on the base of analyzing feature, structure, and movement principle of regional innovation system, and apply it to measure and improve maturity of regional innovation system in our country. As a result, it provide theory and method guidance for us to improve regional innovation system in our country. In this paper, the origins and the main points of innovation theory as well as main schools of national innovation system are analyzed; The basic concepts, such as region and regional economy, balance growth and non-balance growth, are explored; regional economy development mode theory such as growth pole mode, grads development mode and anti-grads development mode are also explored. The definition, process, influence factors and mode of technology innovation diffusion are studied. On the base of it, actors and their function as well as interaction among actors of regional innovation system are analyzed. The infrastructure and its importance of regional innovation system are discussed. Analysis methods, measure methods and measure index about regional innovation system are discussed. The concepts about regional innovation system maturity, maturity curve, the method for computing maturity and thinking for measuring maturity are provided. And then the meanings for measuring innovation capacity maturity of regional innovation system are analyzed, and steps for measuring innovation capacity maturity of regional factors are provided. The principle and thought for building index system of measuring innovation capacity maturity are analyzed. The frame of regional innovation capacity index system is provided, and on the base of analyzing mathematical model and solution method of principle component analysis, the method for measuring factors innovation capacity maturity based on principle component analysis is provided; in order to analyze empirically factors innovation capacity maturity of regional innovation system, eleven samples data, which contain 100 index used to measure factors innovation capacity maturity of regional innovation system, are collected. The process for measuring factors innovation capacity maturity of regional innovation system is described, and factors innovation capacity maturity of eleven regions is measured. The schemes for raising factors innovation capacity maturity are quantitative analyzed with an example of Hubei regional innovation system. After that, some concepts, which are factor maturity deviate coefficient, system maturity deviate degree, system coordination degree and system maturity raise rate, are provided. The synthesis method of system maturity is also provided, and the method is used to measure innovation capacity maturity of regional innovation system.
