Research On The Post-Evaluation Theory And Method Of The Railway Construction Project

Railway, as an important infrastructure for the country and social development, plays a very important role in social economic activity. With the enlargement of our country's railway investment scale and the much faster reform of its investment and financing system, more investors and the public will pay close attention to the scientific level of the railway construction project's investment decision and its benefit level. It urgently needs carrying on post-evaluation for the railway construction projects which have been built, in order to find the problems, summarize the experience and lessons, offer the improving suggestions, for improving the level of the railway's investment, building and running management in the future.On the basis of numerous domestic and international relevant research results, combining the two post-evaluation subjects of Railway Department which the author presided, and using the thought of the system analysis and the multiple objective decision technology, this thesis clearly defines the concept of the railway construction projects' post-evaluation and puts forward the post-evaluation theoretical frame of the railway construction project. It concentrates on the every post-evaluation content's evaluation index system and comprehensive evaluation methods, establishes the post-evaluation theory and method system of the railway construction project. And its scientific nature and effectiveness is proved through actual cases. The main research results and innovation of the thesis are as follows:1. It systematically constructs the post-evaluation theory and method system of the railway construction project. It points out that the railway construction project's post-evaluation should include eight major aspects: the post-evaluation of the railway project's construction course, financing scheme post-evaluation, financial post-evaluation, national economy post-evaluation, environmental impact post-evaluation, social post-evaluation, sustainable development evaluation and comprehensive post-evaluation. And these aspects separately reflect construction quality, management level and benefit level of the railway project from a certain angle to offeromni-directional information for the railway construction project's post-evaluation.2. This thesis standardizes the post-evaluation theory and method of the railway construction project's construction course. On the basis of a large amount of investigation and research on the spot, it uses improved Delphi method to construct twelve major index systems and detailed grading criterion of the construction course post-evaluation of the railway construction project. And it puts forward an evaluation method which combines quantitative analysis and qualitative analysis for the construction course post-evaluation of the railway construction project-a comprehensive appraisal model of 'rendering right subjectively + logic frame method'. This method fully absorbs experts' evaluation knowledge and experience, and also carries on quantitative disposal to some fuzzy and uncertain judgments, uses the logic frame method to analyze the problems which exist in the project's construction course deeply, and offers a practical and convenient appraisal method for the actual project's construction course post-evaluation.3. From the current situation of Chinese railway construction project's financing, comparing the financing experience of public product and public service items of developed countries and China's other infrastructure projects, this thesis puts forward the concept of post-evaluation of the railway construction project's financing scheme for the first time, analyzes the content of post-evaluation of the railway construction project's financing scheme, sets up the factor collection of post-evaluation of the railway construction project's financing scheme, puts forward the fuzzy comprehensive appraisal method of post-evaluation of the railway construction project's financing scheme and succeeds in applying to the post-evaluation of some...
