Research On "With And Without Methods" Of National Evaluation Method For Railway Construction Project

"With and Without Methods" is widely used in the national economy evaluation for railway construction projects in our country. Remarkable achievements have been obtained while some problems emerge in the aspect of benefit division. This paper studies the theory and application of "With and Without Methods" on the basis of former researches.It's advanced in this paper that how to rebuild the existing transportation system at "without project" situation is up to the administration such as local government and railway administration. So their willingness and capability to rebuild the transportation system should be the judgments to appraise the rationality of the possible measures. Reasonable measures only can be achieved by estimating the willingness and capability of local government properly.This paper considers that the difference between "with project" and "without project" lies in unequal freight volume and traffic service factor on same O-D zone at corresponding time. As "without project" is the in-between situation before the final state, the freight volume for passenger and freightage is less than that of "with project". The difference just shows the benefit of the project.This paper compares the application of "With and Without Methods" in our country with that in Japan, points out the differences in benefit division, cost calculation and price system and so on, and indicates that the main problem of "With and Without Methods" in our country lies in improper division of benefit.Through the analysis of real project this paper estimates the economic capability of local government, and discusses the general analysis process to get reasonable conclusion for rebuilding the transportation system at "without project" situation, which could be referred by engineers.
