Information explosion, caused by information technology, makes the mode of production and social life changed from the traditional mode based on the technology of material and energy to the modern mode based on that of network. The change has been studied by many disciplines, such as philosophy, sociology, economics, etc. geography is as well. Region is the core of geography research and regional development is the main field within it. The progress of science and technology is the inherent driving force of regional development, but there are chances and challenges for region development because of information-sharing-immediately -and-seamlessly, in order to adjust to the rapidly-changing and uncertain world, it is key for regional development how to use information and how to create knowledge.On the basis of the relevant theories and methods concerning economics, sociology, economic geography, the dissertation regards region as a developmental organism. Although there is strong interaction between the regional actors and their environment, the former is the internal cause of regional development, while the latter is the external cause, and the initiative and creativity of the regional actors determine the direction of region development.Exploration of the mechanism for form and development of learning region systematically is the core of the dissertation, including inducing mechanism, dynamic mechanism, synergic mechanism, spatial differentiation mechanism, regulation and control mechanism, and the mechanisms of which are explored respectively from the enterprise level, industry level and regional level in order to illustrate the relations between the essence of learning and regional economy, between knowledge production & value realization and region development, to light the inner development logic and construct the development framework of learning region.Though the dissertation is made up of nine parts, it could be divided into 4 major parts, including the pedestal, the theoretical construction, the theory for application and the conclusion.The pedestal part consists of introduction, Chapter One and Chapter Two, which provides the research background, layout and the basic theory for the research of the development of learning region. In the introduction, four problems in regional development have been put forward, the value of theory and practice of the research are emphasized; and the basic logic, structure and the methodology of the dissertation are fixed. In Chapter One, the regional theories concerning economic development, spatial relationships, development stage and ideas of development, are surveyed and appraised, in order to clear the main point and the value of the research of the dissertation. In Chapter Two, based on semantics, the conceptions,connotations and characteristics of learning region are interpreted, and from the view of development, the connotations of the learning region are illustrated by five aspects, namely, learning is the core of the regional development, network synergy is the important driving force, the region actor can be reflexive to the changing context, the creation of knowledge is highly of embedded, and the region is supported by IT.The part of theoretical construction, focusing on highlighting the development mechanism of learning region, is the core of the dissertation, consisting from Chapter Three to Chapter Six。 In Chapter Three, the macro-background inducing learning region is analyzed from three respects: informationalization, globalization and dynamic market. The author holds, 1) because of IT, regional economic factors, structure and operational mode are changed, the social differentiation, management mode and type of work also changed, and virtual space has widened the traditional space. 2) Interacting with localization, globalization has increased the pressures on the regional economic, political and cultural development, also increased market pulling force and expanded the channel for knowledge exchange and learning. 3) The dynamic market where information and k...
