Capacity-building Theory

The history of human society development is actually a history in which human abilities continue to develop. Especially in the era of knowledge-based economy and globalization when human knowledge and creativity have become decisive production element and the major driving force to realize the economic improvement, human resources have become the major strategic resource of a country's economic and social development. The development of human resources and a new frame of modern Chinese development with ability construction as the core, is not only beneficial to improving the comprehensive quality of citizens, to motivating the initiative and creativity and to improving overall development of society and human being, but also beneficial for our country to grab the opportunities of development in the era of knowledge-based economy and globalization, look for new development line of thought, broaden new room for development so as to be in an advantageous position in the international competition. Therefore, a theoretical illustration of ability construction will not only have the necessity and urgency in reality, but also have important theoretical, practical and historical significance. With the Marxist standpoint and views as guidance, this paper combines materialistic dialectic method, logic and historical methods, analytic and synthesized methods ,the yardsticks of material and human being methods to present a deep discussion on questions such as the background of constructing ability construction theory, and the history, the basic content, philosophical significance of ability construction and a new frame of modern Chinese development with the ability construction as the core, etc. The whole paper consists of five parts. The first chapter elaborates on the social and historical background where the study of ability construction problem arises in the aspects of history, era, practice and theory, coming to the conclusion that enhancing the study of ability construction problem is the revelation of lessons taught by the experience of historical development of Chinese and Western society, and that it is not only the need of social and practical development, but also the need of deepening study in the subjects as philosophy, talent study, economics, management and related subjects. Chapter two discusses the history of ability construction and begins with a discussion on the origin. The activities of ability construction are thought to take place at the same time as the human society and develop with the development of human society. In terms of its origin, production activity has exerted a decisive effect. Then it gives a brief introduction to the history of ability construction practice by analyzing the overall condition and characteristics of ability construction from primitive society to socialist society. Finally, a summary is made of the ability construction idea in the history of Chinese thought, western thought history and Marxist thought history, thus presenting a logic starting point for the exploration of ability construction. Chapter three discusses the basic contents of ability construction. From the perspective of philosophy and human study, ability is defined to be an internal possibility and actual skills of a social main body with a certain quality to be engaged in objective activity, which is an outer realization and level representation of the comprehensive quality of the main body and the internal natural ability. Ability construction is the development of human potentials in order to improve the overall development of society and human beings, and the activity and process of education, cultivation, configuration, application and stimulation of enhancing and bringing into full play the human ability.
