Volunteers actively participate in public affairs in recent years and have played positive roles in the social welfare, environmental protection, humanitarian aid and other public affairs management. They also cooperate with the government organization, and exert the function of remedying defects. Volunteers become the important human resource of charitable organizations and volunteer management performance directly affects the success of the management of non-governmental charitable organizations. Strengthen volunteers’ability construction can effectively expand the connotation of the folk charity service and improve the quality of volunteer service. It’s very important to promote the development of the non-governmental charitable organizations and carry out activities smoothly. Therefore, the study of volunteers’ability construction has important theoretical and practical significance.Based on the theory of the ability-based management and competency model, this article takes volunteer’s ability construction in Hangzhou city as the research object. First, based on the iceberg mode, it put forward volunteers’ability elements hypothesis, then it used the Delphi Evaluation Method to demonstrate the volunteers’ability elements. Take the volunteer association of Hangzhou city as an example, the article has analyzed the existing advantages and disadvantages in the ability construction. On this basis, it put forward some measures to strengthen the volunteers’ability construction. The specific performance is:the country needs to further perfect the relevant laws and regulations, creates favorable volunteer activities of the external environment; The volunteer service work intensify fostering; Volunteer organizations should strengthen the importance of volunteer training and training efforts, and establishes the evaluation system of adjust measures to local conditions and demand oriented, long-term effective incentive mechanism; In addition, the organization shall provide volunteer to volunteer for a long time, at the same time improve the quality of the volunteer activities, meet the demand of all kinds of volunteer, through the frequency of the interaction between the volunteers and depth gradually strengthen, helps to ability of the volunteers.
